Resumo: This article studies how the social participation on the boards of public broadcasters can contribute to the production of policies for the sector. It particularly investigates the Deliberative Council of the Piratini Cultural Foundation (RS, Brazil). The idea of public deliberation offers the analytical and methodological framework to examine the discursive features of the board. The analysis showed that establishing a participatory council deepened the accountability and the arguability of local policies for broadcasting. The capacity of decision-making of the council, however, was limited by the power of the state Government.

The capacity of decision-making of the council, however, was limited by the power of the state Government.Este artículo estudia cómo la participación de la sociedad en los consejos de los organismos de radiodifusión públicos puede contribuir a la elaboración de políticas para el sector a través de la investigación del Consejo Deliberativo de la Fundación Cultural Piratini (RS, Brasil). La idea de la deliberación pública le da el marco analítico y metodológico a fin de examinar las características discursivas del Consejo. El análisis mostró que la creación de esta esfera profundizó la accountability y la discusión de las políticas locales para la radiodifusión. La capacidad proposicional de el consejo, sin embargo, fue limitado por el poder del Gobierno del Estado.Investiga-se como a participação da sociedade nos conselhos de emissoras públicas pode contribuir na produção de políticas para o setor. Analisa-se a experiência do Conselho Deliberativo da Fundação Cultural Piratini (RS). Como operadores analítico-metodológicos, são acionados determinados pressupostos da idéia de deliberação pública, a fim de se examinar características discursivas do Conselho. A análise evidenciou que a criação do colegiado aprofundou o grau de discutibilidade e de accountability das políticas estaduais de radiodifusão.
