Resumo: | Communicative citizenship is defined as the awareness and exercise of the right to communication that allows the inclusion of the various social groups in the media visibility. This concept requires the recognition of media receivers-users as subjects of this guarantee. To this end, quality access to equipment, signals and content should be part of public policies, as well as the enhancement of appropriations of messages through formations such as critical reading of the media and digital literacy. The participation of the receiver-users in the management and planning of the media is another necessary achievement for the democratization of communication. Thus, the recognition of this right requires a democratic regulation of the media. |

Este conceito exige o reconhecimento dos receptores-usuários dos meios como sujeitos desta garantia. Para isso, o acesso de qualidade aos equipamentos, sinais e conteúdos deve ser parte das políticas públicas, como também a potencialização das apropriações das mensagens, por meio de formações como a leitura crítica dos meios e do letramento digital. A participação dos receptores-usuários na gestão e no planejamento dos meios é outra conquista necessária para a democratização da comunicação.
