Resumo: | The article performs an analytical examination of government contracting of education results via Agency Theory and Policy Instruments approach. We starts from an empirical reconstruction of the education reports conceived by GO, MG and SP, in the period from 2003 to 2014. We adopt a variable depending on a group of actions such incentive structure, faculty absence rates and dispersion of offers for Social Organizations. This article assumes these actions can be explained based on two theoretical approaches. Document and bibliographic research was used. Evidence is provided that the use of both theoretical perspectives can contribute to the analysis of education policy choices designed based on the New Public Management. |

Parte-se da reconstituição empírica de reformas educacionais empreendidas por GO, MG e SP, no período de 2003-2014. Toma-se como variável dependente um conjunto de ações como estrutura de incentivos, controle de absenteísmo docente e dispersão de oferta para Organizações Sociais (OS’s). Assume-se que essas ações podem ser explicadas a partir das duas abordagens teóricas. Empregaram-se pesquisa documental e bibliográfica.
