Resumo: The paper deals with urban planning in São Gonçalo, RJ. starting from a brief recovery of the evolution of the city and the laws that tried to discipline its urban growth. Bibliographical research and interviews with local residents were carried out. Based on these procedures, the article concludes that the Master Plan is vital for municipal development and that the city needs to be thought of by the population itself as a place governed by laws and that needs to be thought collectively by all social segments.
