EVALUATION OF THE EFFICIENCY OF THE APPLICATION OF MINING ROYALTIES IN THE SOCIAL DEVELOPMENT OF THE MINING MUNICIPALITIES

Resumo: Having the mining royalites as sources of public resources of the municipalities where the mining activity occurs, this research aims to analyze, through social indicators, if the application of mining royalties has impacted positively on the development of mining municipalities. Therefore, if used in documentary research to provide annual accounts of prefectures and municipalities, information on municipal population in the IBGE website and obtained the FIRJAN Index of Municipal Development, and later used linear regression techniques and cluster analysis. The results indicate that the increased reliance on royalties Implies reducing human development of mineral base municipalities. In addition, it was found no evidence that mineral activity provides high levels of employment generation and income distribution. It is therefore necessary that these resources are managed more efficiently, giving priority to projects that encourage economic diversity of municipalities.Keywords: Mining Royalties; Management by indicators; Government efficiency; Human development.

Por lo tanto, si se utiliza en la investigación documental para proporcionar cuentas anuales de las prefecturas y municipios, información sobre la población municipal en el portal del IBGE y obtuvo el Índice FIRJAN de Desarrollo Municipal, y más tarde utilizaron técnicas de regresión lineal y análisis de conglomerados. Los resultados indican que el aumento de la dependencia de la minería de la imagen consiste en la reducción del desarrollo humano de los municipios de base mineral. Además, se encontró evidencia de que la actividad mineral proporciona altos niveles de generación de empleo y la distribución del ingreso. Por tanto, es necesario que estos recursos se gestionan de manera más eficiente, dando prioridad a los proyectos que estimulen la diversificación económica de los municipios.Palabras clave: las regalías mineras; La gestión por indicadores; Eficiencia gubernamental; El desarrollo humano.Tendo os royalites da mineração como origens de recursos públicos dos municípios nos quais a atividade mineral ocorre, essa pesquisa tem como objetivo analisar, por meio de indicadores sociais, se a aplicação dos royalties da mineração tem impactado positivamente no desenvolvimento dos municípios mineiros. Para tanto, utilizou-se na pesquisa documental a prestação de contas anual das prefeituras e câmaras municipais, informações sobre população municipal no site do IBGE e obtido o Índice Firjan de Desenvolvimento Municipal, sendo posteriormente utilizadas técnicas de regressão linear e análise de clusters. Os resultados indicam que o aumento da dependência dos royalties da mineração implica na redução do desenvolvimento humano dos municípios de base mineral. Além disso, não foram encontradas evidências de que a atividade mineral proporcione altos níveis de geração de emprego e distribuição de renda.
