The Programa Bolsa Família(PBF) is an international example of combating poverty and social inequality through a policy of income distribution. The quality of its management is measured through the Índice de Gestão Descentralizada (Decentralized Management Index), IGD. The IGD is determinant for the amount that is passed on to municipal managers to develop actions to meet the social demands served by the PBF. Inserted in different contexts, municipalities have distinct social realities and demands, especially poverty and inequality, and this variation can be determinant in the performance of managers in relation to the PBF. In order to measure the social context, the Índice de Exclusão Social (Social Exclusion Index), IES, was used, which allowed us to perceive the reality of Poverty, Inequality, Employment, Schooling, Literacy and Social Exclusion. To investigate the relationship between the two indices in question the present study used the Pearson correlation coefficient that allowed us to verify the level of correlation between them. From this, the present work sought to identify the determinant factors for PBF management in the Seridó municipalities of the Rio Grande do Norte State and to investigate the relationship between IES and performance of program management.
