Operation Car Pipa was implemented by the Federal Government for over fifteen years, consists of the distribution of drinking water for human consumption, and is performed by cars kites to rural and urban populations affected by drought or drought, which are located in the semiarid region Brazilian. This study aims to determine whether that government action produces the expected effects for the population served. It is an applied research content and begins with an explanation of Operation Pipa Car, followed by a breakdown of that action in the Seridó region, later explained as place the processes that make up the operation and last studied the principles of economy, efficiency and effectiveness, addressing the various aspects that have these before the government action. In conclusion, it was found that the operation Cars Pipa is effective as to the results it is intended, however, it was found that it needs optimization and emphatic approach to the processes that compose it, which must have greater standardization and a level top of detail in order to effect the satisfaction on the efficiency of the implementation of this action.
