Manutenção do sistema de esgoto condominial: avaliação da sustentabilidade técnico-econômica

Resumo: | The condominial system of sanitary sewage, widely distributed in the State of Rio Grande do Norte in the 80's, serves 21.55% of the native population. The condominial system has as basic premise the participation of the population to carry out the necessary maintenance, in addition to obeying the natural layout of the land, looking for the most favorable places for its execution, be it by the sidewalks, gardens or bottom of the lots. These facts allow the implementation costs to be lower than the costs of implementing the conventional system, obtaining reductions of 30% to 65%. The Water and Sewage Company of Rio Grande do Norte (CAERN) works with two types of sanitary sewage systems, conventional and condominial. However, in the condominial system it is where the major problems are verified by virtue of several factors, among them, being the main, the bad use by the users. Also, when verifying the quantities of requests for clearing and repairs of condominial sewers, this demand is higher when compared to the requests for service of the conventional branches. Although maintenance of the condominial system is the responsibility of the users, the concessionaire started to assume this service. For this reason, a survey was carried out to analyze the technical-economical sustainability of the maintenance of the condominial sewage system when there is no user's co-participation. From this study, we obtained the percentages in which the expenses with the conventional and condominial system correspond, respectively, to 45.76% and 54.24%, of which only 32.10% of the economies interconnected to the condominial system. Thus, it was possible to evaluate the technical-economical sustainability of the continuity of the condominial system executed by CAERN and proved that this model is not economically feasible. |

O sistema condominial tem como premissa básica a coparticipação da população para realização das devidas manutenções, além de obedecer ao traçado natural do terreno, procurando os locais mais favoráveis para sua execução, seja pelas calçadas, jardins ou fundo dos lotes. Estes fatos permitem que os custo de implantação sejam menores do que os custos de implantação do sistema convencional, obtendo reduções de 30% a 65%. A Companhia de Águas e Esgotos do Rio Grande do Norte (CAERN) trabalha com duas tipologias de sistemas de esgotamento sanitário, o convencional e o condominial. No entanto, no sistema condominial é onde se verificam os maiores problemas em virtude de diversos fatores, entre eles, sendo o principal, o mau uso por parte dos usuários. Inclusive, quando verificadas as quantidades de solicitações para desobstrução e consertos de ramais de esgotos condominiais, esta demanda é superior quando comparadas com as solicitações para atendimento dos ramais convencionais. Apesar das manutenções do sistema condominial serem de responsabilidade dos usuários, a concessionária passou a assumir este serviço. Por este motivo, foi realizado um levantamento para análise da sustentabilidade técnico-econômica da manutenção do sistema de esgoto condominial quando não existe a coparticipação do usuário. Deste estudo, obteve-se os percentuais em que os gastos com o sistema convencional e condominial correspondem, respectivamente, a 45,76% e 54,24%, dos quais apenas possui 32,10% das economias interligadas ao sistema condominial.
