O Programa mais educação no município de Carnaúba dos Dantas: análise de um percurso (2012-2015)

Resumo: In the context of social inequality and the questionable quality of teaching, the Brazilian society is seeking answers to the new formative requirements imposed by social and economic ways, giving the school the important role of changing this reality. In order to achieve the education that overcomes this inequality and the tradicional model of teaching based on repetition and memorizing contents, which is still present on the majority of Brazilian schools, the government creates the program called "Mais Educação" (More Education), through the Ministerial Ordinance 17/2007, as an strategy of aplication of school day in order to support socio-educational activities in the opposite shift to the regular school hours. Thus, this exploratory nature study aims to comprehend how the Mais Educação Program works on the public schools of Carnaúba dos Dantas-RN town in the period of 2012-2015. The study's methodology was based on literature review in which the contribution of the official program publications (BRASIL, 2007, 2009, 2010, 2011, 2014) was considered as well as the opinion of renowned authors, such as Silva and Silva (2012), Moll (2012), Gadotti (2009) and Coelho (2009), who discuss the Mais Educação and the full-time education. The field research was made by a survey data in loco through the application of targeted questionnaires to the school principals and interviews with the coordinators, teaching assistants, students and their parents who are inserted in the program. The results provide an scenario in which the positive aspects of the program implementation in the target schools are presented, such as the dynamicity of school environment and students' interest in school life. On the other hand, the insufficient use of spaces outside the limits of school is a negative point. Overall, the seeds of an education that includes the extension of time, space, and educational opportunities in the public schools of Carnaúba dos Dantas have been planted, but it still requires innumerable challenges to be overcome in order to ensure the construction and consolidation of a municipal public policy of full-time education.

Na busca por uma educação que supere essas desigualdades e o modelo tradicional de ensino baseado na repetição e memorização de conteúdos, ainda presente em muitas escolas brasileiras, o Governo Federal, através da Portaria Interministerial nº 17/2007, cria o Programa Mais Educação como estratégia de ampliação da jornada escolar, através do apoio a atividades socioeducativas no contra turno escolar. Desse modo, o presente estudo de cunho exploratório, objetiva conhecer o funcionamento do Programa Mais Educação nas escolas municipais de Carnaúba dos Dantas-RN, referente ao período 2012-2015. Metodologicamente, o trabalho partiu de uma revisão bibliográfica, na qual foram consideradas as contribuições das publicações oficiais do Programa (BRASIL, 2007, 2009, 2010, 2011, 2014), bem como de autores que discutem o Programa Mais Educação e a Educação Integral, tais como Silva e Silva (2012), Moll (2012), Gadotti (2009) e Coelho (2009). Para a pesquisa de campo foi realizado um levantamento de dados in loco, por meio de questionários direcionados aos diretores das escolas e entrevistas com coordenadores, monitores, alunos e pais inseridos no Mais Educação. Os resultados fornecem um cenário no qual se registram aspectos positivos de sua implementação nas escolas investigadas, tais como a dinamicidade do ambiente escolar e o interesse dos alunos pela vida escolar, mas também negativos, como a incipiente utilização de espaços para além dos próprios limites da escola.
