The National Urban Mobility Policy (PNMU), object of Federal Law No. 12,587/2012, established a set of guidelines based on the democratic management of the National System of Urban Mobility and mandatory for all Brazilian municipalities, as well as the elaboration of the Urban Mobility Plan Municipal, PMMU, as a mandatory instrument for all municipalities with more than twenty thousand inhabitants, in addition to all those inserted in Metropolitan Regions and other special conditions. To date, there are no clear guidelines for the preparation of municipal Mobility Plans for small metropolitan municipalities, the Reference Book published in 2015 by the Department of Cities a distinct and more complex approach than expected for those who are in a unique situation: for small, would have simple plans; By metropolitans, complex and integral to a Regional Plan. Thus, our work is based on the understanding of the municipalities to draw a national panorama that, in fact, characterize the problems and the necessity that these involves, with the purpose of establishing specially constructed guidelines for such cases, subsidizing information for the municipalities that, despite being obliged to prepare the PMMU, present less technical-managerial and financial capacity for this. Thus, our work is based on the understanding of the municipalities, delineating a national panorama that, in fact, characterizes their problems and their necessity. We can notice that the main problem of urban mobility in small municipalities is focused on accident mortality, and the PMMU should be developed in these municipalities, which are believed to have a lower technical-managerial and financial capacity, focused on this theme.
