Resumo: Promotion Programs subsidize the innovation are well publicized and used in Brazil, because support small and micro businesses so that they can improve and even create new products. Public innovation incentive programs also beneficially influence cooperation between organizations and knowledge sharing. Therefore, the innovation programs are considered as tools for inter-organizational networking and bring many benefits to small businesses. Howeve, when it comes to public investments it is necessary to evaluate and measure the results. To evaluate the effectiveness of the Roraima Technological Innovation Scholarship Program, BITERR, for the participating companies, in the implementation of innovation projects and the results generated for the companies is the objective of this research. The objective was to evaluate the actual implementation of the innovations generated during four program cycles, which factors were positive, which barriers were found and to know the main results obtained during the program performance. Then were evaluated companies three winning projects of each cycle, from different areas of expertise, participating in BITERR between 2015 and 2018, were evaluated, totaling 12 projects. The results demonstrated by the research will serve as a basis for the performing institutions, in making decisions, for corrective actions and / or continuity in monitoring the participating companies. We demonstrate that the transfer of knowledge generated in educational institutions can significantly influence business competitiveness. can contribute to greater effectiveness of the program, where the innovations generated can become an implemented business reality.

Estes programas de incentivo à inovação influenciam beneficamente também na cooperação entre organizações e no compartilhamento de conhecimento. Assim, esses programas são considerados como instrumentos formadores de redes inter-organizacionais e prometem benefícios aos pequenos negócios. Contudo, quando se trata de investimentos públicos é necessário avaliar e mensurar os resultados de empreitadas como esta. Assim, avaliar a efetividade do Programa de Bolsas de Inovação Tecnológica de Roraima, BITERR, para as empresas participantes, quanto à implementação dos projetos de inovação e os resultados gerados é objetivo desta pesquisa. Para isso, buscou-se avaliar a real implementação das inovações geradas durante quatro ciclos do programa, quais fatores foram positivos, quais barreiras encontradas e conhecer os principais resultados obtidos durante a atuação do programa. Foram avaliadas empresas dos três projetos vencedores de cada ciclo, de diferentes áreas de atuação, participantes do BITERR entre 2015 e 2018, totalizando 12 projetos. Os resultados demonstrados pela pesquisa servirão como base para as instituições realizadoras, na tomada de decisões, para ações corretivas e/ou de continuidade no acompanhamento das empresas participantes.
