Resumo: | Public records management is a very important issue today, particularly given the technological age, which has exponentially increased the publicity of the documentary mass produced, leading institutions to a process of analysis of how documents are being managed and which forms should be adopted to improve and make more efficient the bodies of custody and preservation of documentary. Compared with the issue of file management in the information age, the book "The information on the Internet: Brazilian public archives" is the result of an extensive study on the "information" or data are produced by private and public institutions, especially the latest, in order to show how they make the management of public records and can make better use of new information and communication technologies to make available your files securely, quickly, with easy accessibility. This work provides grants to understand what are the new areas and challenges for the archival science, to bring an enriching reflection on how the Internet can reposition the archival institutions as public spaces of access to information and management of the democratization of knowledge, without incurring in a manual format, with general and prescriptive agendas. The book entitled "Information on the Internet: Brazilian public archives" is an adaptation of the doctoral thesis in information science defended by Dr Anna Mariz Carla Almeida, being structured in four chapters plus an introduction and conclusion that deal with the archival institutions , forms of information transfer and the use of technological tools for the modernization of the files. In the first chapter, "Transfer of archival information", there is an approach that involves the different stages of document production, with a breakdown of the meaning and the importance given to information, access, custody and availability of files and on the transfer of information or its possible failure or absence when registered the lack of adequate administrative policies. The contents of this chapter also discusses the broad way information currently reaches your users before the significant change documents for support of the emphasis on the content and the information contained therein due to the large number of documents produced using digital media since the conformation of the revolution in information and communication technologies. In this context, a recurring concern presented in the management of public archives is how the information will be made publicly available, as there are numerous barriers encountered by users to be worked through different tracks or languages such as visual media, text, images and sounds, thus allowing diverse means for access to information to materialize to a wide audience interested. In the second chapter, "The archival institutions", the book discusses the origin of the files since the Middle Ages, when nature was personal in order to control the imperial domains, through the Middle Ages, when there was an increase of documentary mass nature Private, with the emergence of monarchs who were carrying their files to the new conquered peoples, which reflected in a significant boost for the creation of management units of documents at the time. In the modern age, with the organization of bureaucratic bodies and the centralization of power in institutions and bodies that came to compose the National States, diffuses a creation of public archives trend coming to the Contemporary Age with the aim of storage documents facilitating government management of public administration and the development of public policies. In the case of Brazilian public archival institutions, there is highlighting the year 1838, when it was created the National Archives which was characterized by the middle of the twentieth century for guarding and preserving material and historical country content bound for users of bureaucratic res as opposed to 1988 which brought in the Federal Constitution a new mentality to the organs and holders file information, through broad access to users of public res to content produced in public administration. In the third chapter, "The Internet and communication networks", the book describes the beginning of the use of information and communication networks by the military of the United States of America in order to show how its civilian use by universities, through the use of computers connected to the Internet to transmit data, reflected in the technological evolution of the current state of the art in the file management. The new information technologies and communication, conjugating the support and transport, just engendering a spatio-temporal compression in which the researcher-user no longer needs to submit to the rules of time, location or query limit in physical files as the information increasingly becomes digitally publicized to a wide audience of users. In a context that the files become virtual due to the use of the Internet, the issue of digital inclusion becomes increasingly important to define who has access and how the public archives, as there are technological barriers that imply the need for access infrastructure, availability of equipment as well as training in the use of computers and the internet. Last but not least, the fourth chapter deals with "Interfaces of Brazilian public archives to the internet", to warn about the worrying reality of the absence of public policies for the efficient management of files in which are listed a number of barriers ranging from a lack of financial resources to the dependency source maintainers agencies (federal, state or municipal). Overall, there is an evolution in construction in public files manifested by the use of the network for easy access to your data, but in Brazil this process has manifested itself in a slow and tortuous way, since many of the files are still not making use of online research tools, serving only as the institution marketing tool and not as a portal for services to citizens. With reference to a deep literature review and fieldwork in Brazilian public archives, the work shows that technological advances were not enough to move the topic in the country, given that persist both, infrastructure deficiencies in publicizing the files to the the general public, as, cognitive gaps in public users to use the files as information sources. Based on the discussions presented in the book, through four chapters, it is observed that the management of public archives in Brazil is extremely poor, with an emphatic understanding that we are far from making adequate information available, as collections continue without possibility physical access simultaneously the shortcomings of skilled professionals and technologies to facilitate the process in the information age and knowledge. The work shows that for different stakeholders, actors with specific interests in the subject, the Brazilian public archives are not structured to fit enough to efficiently meet their users through virtual service, is due not to computerization of their material, either , because the user does not recognize forms of research and the willingness of documents filed in the search software. It concludes that the extremely relevant and updated content on the management of public records, to be conjugated to a simple and concise language makes the book a work of reference and essential reading for undergraduate and graduate students in the areas of management, information science and Executive Secretariat, as well as to update professionals who deal directly or indirectly with the issue. Tomando como referência o tema da gestão de arquivos na era da informação, o livro “A informação na internet: arquivos públicos brasileiros” é fruto de um amplo estudo sobre como as “informações” ou dados são produzidos por instituições privadas e públicas, com destaque às últimas, a fim de mostrar como elas fazem a gestão dos arquivos públicos, bem como podem melhor utilizar as novas tecnologias de informação e comunicação para disponibilizarem seus arquivos de forma segura, rápida, com fácil acessibilidade. Esta obra oferece subsídios para compreender quais são os novos territórios e desafios para a arquivologia, ao trazer uma enriquecedora reflexão sobre como a internet pode reposicionar as instituições arquivísticas como espaços públicos de acesso a informações e de gestão da democratização do conhecimento, sem incorrer em um formato de manual, com agendas generalistas e prescritivas. O livro intitulado “A informação na internet: arquivos públicos brasileiros” é uma adaptação da tese de doutorado em Ciência da Informação defendida pela Dr.ª Anna Carla Almeida Mariz, sendo estruturado em quatro capítulos mais uma introdução e conclusão que tratam sobre as instituições arquivísticas, as formas de transferência da informação e o uso das ferramentas tecnológicas para a modernização dos arquivos. No primeiro capítulo, “Transferência da informação arquivística”, há uma abordagem que envolve as diferentes etapas da produção documental, por meio de um detalhamento sobre o significado e a importância dada à informação, ao acesso, à guarda e disponibilidade dos arquivos, bem como sobre a transferência da informação ou sobre a sua eventual falha ou ausência quando registrada a falta de políticas administrativas adequadas. O conteúdo deste capítulo, ainda, discute a ampla forma como a informação atualmente chega até seus usuários diante da significativa mudança de ênfase do suporte dos documentos para o conteúdo e as informações neles contidos em razão do grande número de documentos produzidos através de mídias digitais desde a conformação da revolução das tecnologias de informação e comunicação. Neste contexto, uma recorrente inquietação apresentada na gestão de arquivos públicas é a forma como a informação será disponibilizada ao público, pois existem inúmeras barreiras encontradas pelos usuários que devem ser trabalhadas por meio de diferentes trilhas ou linguagens, tais como mídias visuais, textos, imagens e sons, permitindo, assim, meios diversificados para que o acesso à informação se materialize a um amplo público interessado. No segundo capítulo, “As Instituições Arquivísticas”, a obra discorre a origem dos arquivos desde a Era Medieval, quando sua natureza era pessoal com a finalidade de controle dos domínios imperiais, passando pela Idade Média, quando houve um aumento da massa documental de natureza privada, com o surgimento de monarcas que levavam consigo seus arquivos para os novos povos conquistados, o que repercutiu em um relevante impulso para a criação de unidades gestoras de documentos à época. Já na Idade Moderna, com a organização dos corpos burocráticos e a centralização do poder em instituições e órgãos que vieram a compor os Estados Nacionais, difunde-se uma tendência de criação de arquivos públicos que vem até a Idade Contemporânea com o objetivo da armazenagem de documentos facilitar a gestão governamental da máquina pública e o desenvolvimento de políticas públicas. No caso das instituições arquivísticas públicas brasileiras, observa-se com destaque o ano de 1838, quando foi criado o Arquivo Nacional que se caracterizou até meados do século XX pela guarda e preservação de material e conteúdos históricos do país com destino aos usuários da res burocrática, em contraposição ao ano de 1988 que trouxe na Constituição Federal uma nova mentalidade para os órgãos e arquivos detentores de informação, por meio do amplo acesso aos usuários da res pública aos conteúdos produzidos na máquina pública. No terceiro capitulo, “A internet e as redes de comunicação”, o livro descreve o início do uso das redes de informação e comunicação pelos militares dos Estados Unidos da América, a fim de mostrar como a sua utilização civil por universidades, por meio do uso de computadores conectados na internet para a transmissão de dados, repercutiu na evolução tecnológica do atual estado da arte na gestão de arquivos. As novas tecnologias de informática e comunicação, ao conjugarem o suporte e o transporte, acabaram engendrando uma compressão espaço-temporal em que o pesquisador-usuário não necessita mais se submeter às regras de horário, local ou limite de consulta nos arquivos físicos já que a informação passa crescentemente a ser publicizada digitalmente para um amplo público de usuários. Em um contexto que os arquivos se tornam virtuais devido ao uso da internet, o tema da inclusão digital se torna crescentemente relevante para definir quem terá acesso e como aos arquivos públicos, uma vez que existem barreiras tecnológicas que implicam na necessidade de infraestrutura de acesso, disponibilidade de equipamento, bem como em treinamento no uso do computador e da internet. Por fim, e não menos importante, o quarto capítulo trata das “Interfaces dos arquivos públicos brasileiros com a internet”, ao alertar sobre a preocupante realidade da ausência de políticas públicas voltadas para a gestão eficiente dos arquivos, na qual estão listados uma série de entraves que vão desde a falta de recursos financeiros até a dependência de órgãos mantenedores de origem (federal, estadual ou municipal). De forma geral, há uma evolução em construção nos arquivos públicos que se manifesta pela utilização da rede para facilitar o acesso aos seus dados, porém, no Brasil esse processo tem se manifestado de maneira lenta e tortuosa, uma vez que muitos dos arquivos continuam não dispondo de instrumentos de pesquisa on-line, servindo apenas como ferramenta de divulgação da instituição e não como portal de serviços aos cidadãos. Tomando como referência uma profunda revisão bibliográfica e de trabalho de campo em arquivos públicos brasileiros, a obra mostra que os avanços tecnológicos não foram suficientes para avançar o tema no país, haja vista que persistem, tanto, deficiências de infraestrutura na publicização dos arquivos para o público em geral, quanto, hiatos cognitivos no público usuário para utilizar os arquivos como fontes de informações. Com base nas discussões apresentadas no livro, por meio de quatro capítulos, observa-se que a gestão dos arquivos públicos no Brasil é extremamente deficiente, havendo um enfático entendimento de que estamos muito longe de tornar as informações adequadamente disponíveis, pois persistem acervos sem possibilidade de acesso físico, simultaneamente, a deficiências de profissionais habilitados e tecnologias para facilitar todo o processo na era da informação e do conhecimento. A obra demonstra que para diferentes stakeholders, atores com interesses específicos no tema, os arquivos públicos brasileiros ainda não estão estruturados o suficiente aptos para atender de forma eficiente os seus usuários através do atendimento virtual, seja, devido a não informatização dos seus materiais, seja, em razão do usuário não reconhecer as formas de pesquisa e a disposição dos documentos arquivado nos softwares de busca. Conclui-se que o conteúdo extremamente relevante e atualizado sobre a gestão de arquivos públicos, ao ser conjugado a uma linguagem simples e concisa, torna o livro em uma obra de referência e uma leitura indispensável em cursos de graduação e pós-graduação nas áreas de administração, ciência da informação e secretariado executivo, bem como para atualização de profissionais que lidam direta ou indiretamente com o tema. The work shows that for different stakeholders, actors with specific interests in the subject, the Brazilian public archives are not structured to fit enough to efficiently meet their users through virtual service, is due not to computerization of their material, either , because the user does not recognize forms of research and the willingness of documents filed in the search software. It concludes that the extremely relevant and updated content on the management of public records, to be conjugated to a simple and concise language makes the book a work of reference and essential reading for undergraduate and graduate students in the areas of management, information science and Executive Secretariat, as well as to update professionals who deal directly or indirectly with the issue.
