POLÍTICAS PÚBLICAS DE DESENVOLVIMENTO RURAL NO BRASIL: DO CARÁTER SELETIVO DA MODERNIZAÇÃO AGRÍCOLA À ABORDAGEM DO DESENVOLVIMENTO TERRITORIAL

Resumo: As políticas agrárias implementadas nas últimas décadas revelaram-se insuficientes em gerar desenvolvimento rural no país. O posicionamento do Estado no que tange as políticas públicas para a agricultura mostrou-se, historicamente, centralizador e com forte estímulo ao seu projeto modernizante, sendo incapaz de surtir os efeitos esperados. Invisíveis às particularidades locais, chega-se à conclusão sobretudo a partir da década de 1990, que as políticas nacionais e centralizadoras da União não foram capazes de desenvolver suficientemente as cadeias produtivas de cada região. Via de regra, surge assim a chamada abordagem territorial – amplamente difundida nos países europeus – que busca superar o enfoque setorial e produtivista das políticas públicas voltadas ao espaço rural.
