Beyond the technical discourse: administration and management reform as a policy for dismantling the public apparatus

Resumo: The article aims to understand the political project named managerialism from the State Reform in the governments of Fernando Henrique Cardoso (1995-2002). To this end, we will analyze the documentation prepared by the Ministry of Federal Administration and State Reform (MARE), relating it to works that give theoretical support to managerialism. Starting from the notion of the State as a social relationship, whose public policies result from disputes between different social strata, we will confront the managerial project in order to know its local particularities and to what extent it presents forms of expropriation of the State apparatus. It is intended, therefore, to expand and offer elements for the debate about the State and the construction of public policies, questioning the validity and theoretical essence and managerialist practice in the state sphere, as well as how it establishes conditions for the existence of a State democratic and focused on strengthening social policies.

Para tanto, analisaremos a documentação elaborada pelo Ministério da Administração Federal e Reforma do Estado (MARE), relacionando-a com trabalhos que dão sustentação teórica ao gerencialismo. Partindo da noção de Estado enquanto relação social, cujas políticas públicas resultam de disputas entre diferentes estratos sociais, confrontaremos o projeto gerencialista a fim de conhecer suas particularidades locais e em que medida apresenta formas de expropriação do aparelho do Estado.
