Resumo: The alignment among strategic, tactical and operational levels is important in competitive advantage. In Logistics Network Planning the main strategic decisions is the insertion of new facilities in the logistics network, which unfolded to the tactical level, reflects in the decision to allocation of demand, aligning the pre-existing to the new realities of the business structure. This reallocation of demand influences the distribution logistics and entails changes in this activity to minimize transportation costs. This study used the case study of Brazilian fertilizer sector that is been changing due the insertion of new plats called Units Nitrogen Fertilizers (UFN's) in the logistic network from XPTO. The study was limited to urea which is responsible for 60% from nitrogen market in the Brazil. In order to analyze the allocation of demand due the new UFN was used the Classic Transport Problem, minimizing the cost of transportation, therefore optimizing the distribution process of nitrogen fertilizer urea. Transportation Cost is the most important logistic cost and this cost is very representative for urea. After collection of data relative to the case study, were identified transportation costs, demand for urea and destinations, supply capacity and sources of supply. In order to consider changes in logistics network from XPTO regarding the allocation of demand for urea, scenarios simulations with the UFN's insertions were performed. The Classical Transport Problem was applied in the scenarios through software AMPL and the solver CPLEX aiming to solve the optimization problem and changing the allocation of demand as UFN?s were inserted as of minimizing transport cost. The results presented that the inclusion of the UFN-III in XPTO logistics network was responsible for the most significant transport cost reduction among the simulated scenarios, confirming that Logistics Network Planning and the alignment between the strategic and tactical levels are the capable instruments to contribute with the optimization of product distribution urea.

Essa realoca??o da demanda influencia a log?stica de distribui??o e acarreta mudan?as em suas atividades ao minimizar os custos de transporte. O presente trabalho utilizou o estudo de caso do segmento industrial brasileiro de fertilizantes nitrogenados que, com o intuito de reduzir a depend?ncia externa, est? sendo modificado pelas novas instala??es produtoras de fertilizantes nitrogenados, as Unidades de Fertilizantes Nitrogenados (UFN?s) inseridas na rede log?stica da empresa XPTO. O estudo foi delimitado para o fertilizante nitrogenado ur?ia, respons?vel por 60% da matriz de nitrogenados consumidos no pa?s. Para analisar a realoca??o da demanda por ur?ia devido ? inser??o das novas UFN?s foi utilizado o Problema Cl?ssico de Transporte (PCT), que tem como objetivo determinar as quantidades de produtos a serem transportadas a partir de um conjunto de fornecedores para um conjunto de consumidores, de forma que o custo total de transporte seja minimizado, portanto otimizando o processo de distribui??o do fertilizante nitrogenado ur?ia. Embora o custo de transporte por si s? teoricamente ? inconclusivo sendo necess?rio considerar os custos totais (armazenagem e custo do produto, por exemplo) ele ? o custo log?stico mais representativo, respondendo por 60% deste valor. Por se tratar de uma commodity a ur?ia n?o apresenta diferencia??o e possui baixo valor agregado, fator que eleva a participa??o do custo de transporte na forma??o do seu pre?o, al?m de a demanda e oferta estar separadas por longas dist?ncias, devido ?s novas fronteiras agr?colas brasileira. Foram realizados levantamentos para determina??o dos dados a fim de subsidiarem a constru??o do PCT, etapa crucial na busca da solu??o ?tima do problema. Ap?s levantamento dos dados relativos ao estudo de caso, foram identificados os custos de transporte, a demanda por ur?ia e os destinos onde se localizam as misturadoras de fertilizantes, as origens da oferta de ur?ia e a capacidade de fornecimento destas. Com o intuito de considerar as mudan?as na rede log?stica da XPTO com rela??o ? aloca??o da demanda por ur?ia, foram realizadas simula??es de cen?rios com as inser??es das UFN?s. A aplica??o do PCT aos cen?rios foi realizada atrav?s do software AMPL e do solucionador CPLEX com o objetivo de modelar e resolver o problema de otimiza??o resultando na altera??o da aloca??o da demanda ? medida que se inseriu uma UFN na rede log?stica da XPTO em fun??o da minimiza??o do custo de transporte.
