Women affected by mega development projects in pandemic times: conflicts and resistance

Resumo: | This article aims to reflect on the logic through which mega development projects are set up in several places in Brazil and the impacts that they cause on women’s lives, taking into consideration what they have been announcing in the media: “all this already existed. The Covid-19 pandemic has intensified what we already used to suffer”. This reflection is based on the experiences of “women”, observed in field researches carried out in territories affected by large investment projects and through personal and virtual semi-structured interviews with those women affected by such projects, complemented by women that advice affected populations through online events related to the issue. We demonstrate how the existence of environmental conflicts, – that is, conflicts related to the access, use and material and symbolic appropriation of the environment – as a result of the set up of large projects, generate a process of expropriation of territories that adversely affects the lives of black, traditional, agricultural and indigenous populations, with differentiated implications for women. The domestic work and family care burden as a result of worsening health conditions caused by development projects, sexual exploitation of women and girls’ bodies and the denial of them as political actors revealed by how they have to struggle for the right to be considered as “affected” and the gender appropriation by corporations involved in such projects demonstrate how gender inequalities are compounded by this kind of investment as well as inflecting a universal, eurocentric and individualistic perspective of “gender” within communities. These are effects that due to the pandemic have been intensified and became even more explicit whilst being fought by these women. |

These are effects that due to the pandemic have been intensified and became even more explicit whilst being fought by these women.El propósito de este artículo es reflexionar sobre la lógica de instalar megaproyectos de desarrollo en diferentes localidades brasileñas y los impactos que causan en la vida de las mujeres, teniendo en cuenta lo que vienen anunciando en diferentes medios: “todo esto ya existía. La pandemia de Covid-19 ha intensificado lo que ya sufríamos ”. Esta reflexión se fundamenta en las experiencias de las “mujeres”, observadas en investigaciones de campo realizadas en los territorios afectados por megaproyectos y a través de entrevistas semiestructuradas presenciales y virtuales con mujeres afectadas, complementadas con la participación en lives sobre el tema de mujeres que atienden a las poblaciones afectadas. Demostramos cómo la existencia de conflictos ambientales, es decir, conflictos relacionados con el acceso, uso y apropiación material y simbólica del medio ambiente, derivados de la instalación de grandes proyectos, genera, por un lado, un proceso de expropiación de territorios y alteración negación de formas de vida quilombolas, comunidades tradicionales, campesinos y pueblos indígenas y, por otro lado, diferentes implicaciones para las mujeres. La sobrecarga del trabajo doméstico y el cuidado de las familias como consecuencia del deterioro de la salud, por proyectos de desarrollo, la violación y explotación del cuerpo de mujeres y niñas, la negación de la mujer como sujeto político revelada por el hecho de que debe La lucha por el derecho a ser reconocidos como “afectados” y la apropiación del tema de género por parte de las empresas involucradas en dichos proyectos demuestran cómo las desigualdades de género se refuerzan con este tipo de inversiones, además de imponer una perspectiva universal, eurocéntrica e individualista de “género” en las comunidades. Son efectos que, como consecuencia de la pandemia, se han intensificado y explicitado, a la par que combatidos por estas mujeres.O objetivo deste artigo é refletir sobre a lógica de instalação dos megaprojetos de desenvolvimento em diversas localidades brasileiras e os impactos que causam na vida de mulheres, levando em consideração o que elas vêm anunciando em diversas mídias: “tudo isso já existia. A pandemia da Covid-19 intensificou aquilo que já sofríamos”. Essa reflexão é fundamentada nas experiências “das mulheres”, observadas em pesquisas de campo realizadas nos territórios atingidos por megaprojetos e por meio de entrevistas semiestruturadas presenciais e virtuais com mulheres atingidas e mulheres que assessoram as populações atingidas, complementada pela participação em lives sobre o tema na quarentena. Demonstramos como a existência de conflitos ambientais – ou seja, conflitos relacionados ao acesso, ao uso e à apropriação material e simbólica do ambiente –, decorrentes da instalação de grandes projetos, gera, por um lado, um processo de expropriação de territórios e de alteração negativa de modos de vida de quilombolas, comunidades tradicionais, agricultores e povos indígenas e, por outro, implicações diferenciadas para as mulheres. A sobrecarga de trabalhos domésticos e de cuidados com as famílias em decorrência do agravamento da saúde, por causa dos projetos de desenvolvimento, a violação e a exploração dos corpos de mulheres e meninas, a negação das mulheres como sujeitos políticos descortinada pelo fato de terem que lutar pelo direito de serem reconhecidas como “atingidas” e a apropriação da temática de gênero pelas empresas envolvidas em tais projetos demonstram como as desigualdades de gênero são reforçadas por estes tipos de investimentos, bem como impõem a perspectiva universalizante, eurocêntrica e individualista de “gênero” nas comunidades.
