Family farming and the agribusiness sector planning in the FHC, Lula, and Dilma administrations: continuities and discontinuities

Resumo: | Planning consists of moments when governments and societies think about their contexts, conduct analyses, design actions and act based on representations and expectations. In particular, the Agriculture and Livestock Plans (PAP) and the Family Farming Crop Year Plans (PSAF) express interpretations of rural development and major issues in the policy agenda, indicate to farmers and markets expectations about agricultural and livestock production, and define the legal and financial provisions of agricultural policies. Analyzed from a long-term perspective, these documents are important for understanding the way in which agriculture, rural areas, and actors have been interpreted by governments. This article analyzes these documents over three specific periods - Fernando Henrique Cardoso’s terms (1995-1998/1999-2002), Lula da Silva’s terms (2003-2010) and Dilma Rousseff’s first term (2011-2014) – seeking understand how the agribusiness sector and family farming were understood, which instruments and actions were aimed at these groups, and what were the continuities and changes between different governments. The results emphasize important continuities in terms of policies for agribusiness among governments, with the most significant discontinuities in the treatment of family farming, which gained in prominence after the first Lula government. The final considerations highlight the inequality in the State's treatment of agribusiness and family farming and the lack of coherence between sector planning instruments. |

La planificación y los planes de acción consisten en momentos en los que los gobiernos y las sociedades reflexionan sobre sus contextos y configuraciones, elaboran análisis, proyectan acciones y actúan a partir de representaciones y expectativas construidas. En particular, los Planes Agrícolas y Ganaderos (PAP) y los Planes de Cosecha de la Agricultura Familiar (PSAF) expresan las interpretaciones construidas sobre el medio rural y la agricultura; proyectan los grandes temas y preocupaciones de la “agenda de gobierno”; señalan las disposiciones legales y financieras de las políticas agrícolas en la perspectiva de enfrentar los desafíos actuales, los problemas identificados y las interpretaciones y expectativas construidas; y señalar a los agricultores y los mercados las expectativas sobre la producción agrícola y ganadera. Analizados en una perspectiva de largo plazo, estos documentos son instrumentos importantes para comprender la forma en que se interpretó la agricultura, el medio rural y los actores que lo integran. El objetivo de este artículo es analizar estos documentos durante tres períodos específicos: gobierno de Fernando Henrique Cardoso (FHC) (1995-1998 / 1999-2002), primer y segundo gobierno de Luís Inácio Lula da Silva (2003-2010) y primer gobierno de Dilma Rousseff (2011-2014). Se busca comprender cómo se entendieron los segmentos de la agroindustria y la agricultura familiar, qué instrumentos y acciones se dirigieron a estos grupos sociales, y las continuidades y cambios entre diferentes gobiernos. Los resultados apuntan a importantes continuidades en cuanto a acciones públicas y políticas para la agroindustria entre gobiernos, con las discontinuidades más significativas en el tratamiento de la agricultura familiar, que cobró protagonismo luego del primer gobierno de Lula. Las consideraciones finales destacan la desigualdad en el tratamiento estatal de la agroindustria y la agricultura familiar y la falta de coherencia entre los instrumentos de planificación sectorial.O planejamento e os planos de ação consistem em momentos que os governos e as sociedades refletem sobre seus contextos e configurações, elaboram análises, projetam ações e agem a partir de representações e expectativas construídas. Analisados em uma perspectiva de longo prazo, estes documentos são importantes instrumentos para compreender o modo como a agricultura, o meio rural e os atores que dele fazem parte foram interpretados. O objetivo deste artigo consiste em analisar esses documentos durante três períodos específicos: governo Fernando Henrique Cardoso (FHC) (gestões 1995-1998/1999-2002), primeiro e segundo mandato do Governo Luís Inácio Lula da Silva (2003-2010) e primeiro governo de Dilma Rousseff (2011-2014). Procura-se compreender o modo como os segmentos do agronegócio e da agricultura familiar foram compreendidos, que instrumentos e ações foram direcionados para estes grupos sociais, e as continuidades e mudanças entre os diferentes governos. Os resultados apontam continuidades importantes em termos de ações e políticas públicas para o agronegócio entre os governos, sendo as descontinuidades mais expressivas no tratamento da agricultura familiar, a qual ganhou proeminência a partir do primeiro governo Lula.
