Innovation and agroecological transition in Ipê and Antônio Prado, state of Rio Grande do Sul: Inovação e transição agroecológica em Ipê e Antônio Prado/RS

Resumo: In this article it is presented the case of the ecological agriculture of Ipê and Antônio Prado in Rio Grande do Sul (RS). The objective is to analyze the process of sociotechnical change, identifying the innovations produced and the relationships and mechanisms by which these innovations acquire the quality of novelty and, thus, form a process of agroecological transition of these municipalities. The main theoretical references are the Multilevel Perspective of Transitions Analysis (PMN) and the 'novelty production' approach in agriculture. The data and information presented were collected through semi-structured interviews and participant observation with environmental technicians and farmers during 2012-13, and updated in 2017-2018. Technical documents produced by farmers and environmental technicians of the municipality were also used for the analysis. It could be observed that, once families opt for agriculture without agrochemicals, which is locally called ecological agriculture, and started to market the products of this agriculture at a fair in Porto Alegre, a process of linked and correlated changes begins, regarding other aspects of the material production and the institutional environment in which the families operate. In this connection, other innovations emerge, such as new farming techniques, new production inputs, new equipment, changes in food legislation, new processed products, new marketing spaces, new associations and groups of ecological farmers. This multidimensional character of the changes that have taken place allows the delineation of a 'web' of innovations, or of a niche of innovation in ecological agriculture, which represents the local level of the agroecological transition process.Keywords: innovation; novelties; agroecological transition.Article received on October 11, 2019. El objetivo es analizar el proceso de cambio sociotécnico, identificando las innovaciones producidas y las relaciones y mecanismos mediante los cuales estas innovaciones adquieren la calidad de novedad y, por lo tanto, forman un proceso de transición agroecológica de estos municipios. Las principales referencias teóricas son la Perspectiva multinivel del análisis de transiciones (PMN) y el enfoque de 'producción novedosa' en la agricultura. Los datos y la información presentados se recopilaron mediante entrevistas semiestructuradas y observación participante con técnicos ambientales y agricultores durante 2012-13, y se actualizaron en 2017-2018. También se utilizaron para el análisis documentos técnicos producidos por agricultores y técnicos ambientales del municipio. Se pudo observar que, una vez que las familias optan por la agricultura sin agroquímicos, que se llama localmente agricultura ecológica, y comienzan a comercializar los productos de esta agricultura en una feria en Porto Alegre, comienza un proceso de cambios vinculados y correlacionados, en relación con otros aspectos de la producción material y el entorno institucional en el que operan las familias. En este sentido, surgen otras innovaciones, como nuevas técnicas agrícolas, nuevos insumos de producción, nuevos equipos, cambios en la legislación alimentaria, nuevos productos procesados, nuevos espacios de comercialización, nuevas asociaciones y grupos de agricultores ecológicos. Este carácter multidimensional de los cambios que han tenido lugar permite delinear una 'red' de innovaciones, o un nicho de innovación en la agricultura ecológica, que representa el nivel local del proceso de transición agroecológica.Palabras clave: innovación; novedades; transición agroecológica.Artículo recibido el 11 de octubre de 2019. As principais referências teóricas são a Perspectiva Multinível de análise das transições (PMN) e a abordagem da ‘produção de novidades’ na agricultura. Os dados e informações apresentados foram coletados através de entrevistas semiestruturadas e de observação do participante com técnicos e agricultores ecologistas durante o período de 2012-2013, e atualizados em 2017-2018. Também foram utilizados, para a análise, documentos técnicos produzidos por agricultores e técnicos ecologistas do município. Pôde-se observar que, a partir do momento em que as famílias optaram pela agricultura sem agroquímicos, a qual é chamada localmente de agricultura ecológica, e que passaram a comercializar os produtos desta agricultura numa feira em Porto Alegre, tem início um processo de transformações encadeadas e correlacionadas em outros aspectos da produção material e do ambiente institucional no qual as famílias operam. Neste encadeamento, outras inovações emergem, tais como novas técnicas de cultivo, novos insumos produtivos, novos equipamentos, alterações na legislação de alimentos, novos produtos processados, novos espaços de comercialização, novas associações e grupos de agricultores ecologistas.
