Resumo: | Brazilian higher education today represents a project of society founded in Capital, specifically in its financially imperialist phase. The context since the 2000s presents particularities related to the democratization of access, carried out through expansion policies that took place, in the first 15 years, broadly across the country, increasing the rates of new vacancies, enrollment and graduates. It should be noted, however, that this expansion took place mostly through for-profit, private-sector institutions in the world financial market, consolidating higher education as a private and profitable good and distancing the population from the higher education project. unpaid, autonomous and socially referenced public service. The state of Bahia was influenced by the greater expansion of courses and institutions in the Northeast on the Social´s Works field, with the expansion of private courses, focus of the dissertation. The research aimed to expansion of private higher education in the state of Bahia, in the governments of Lula and Dilma, and its influence in the learning on Social Work. Its general objective was to analyze the process of expansion of private social work courses in Bahia between 2000 and 2015 and the influence to the professional social work project. Its scope was the historical-critical-dialectical method of reality analysis, in a perspective based on the categories of totality, contradiction and mediation, structured and articulated based on the critical social theory to perform the research, in a movement of successive approximations of the object to unravel. its essence and reproduce it in the results. The methodological path used the document analysis technique. It was observed that the Brazilian legislation, complementing the federal constitution, consolidated the privatization process of higher education, and, in the case of Social Work, generated an impact with the massive expansion of courses in presence and distance education, primarily of a private nature, as in the state of Bahia. The critical positioning of the category by the political-organizational instances materialized in documents that pointed out the consequences of the counter-reforms in education to the professional ethical-political project. |

O contexto desde os anos 2000 apresenta particularidades relacionadas à democratização do acesso, realizada através de políticas de expansão que se deram, nos primeiros 15 anos, de maneira ampliada em todo o país, elevando as taxas de novas vagas, matriculas e diplomados. Observe-se, porém, que essa ampliação deu-se majoritariamente por meio de instituições do setor privado, com fins lucrativos e inseridas no mercado financeiro mundial, consolidando a educação superior como um bem privado e lucrativo e distanciando a população do projeto de educação superior pública gratuita, autônoma e socialmente referenciada. O estado da Bahia foi impactado com a maior expansão de cursos e instituições do Nordeste na área de Serviço Social, com a expansão de cursos privados, foco da dissertação. A pesquisa teve por objeto a expansão da educação superior privada no estado da Bahia, nos governos de Lula e Dilma, e os rebatimentos na formação em Serviço Social. Apresentou como objetivo geral analisar o processo de expansão dos cursos de Serviço Social privados na Bahia entre os anos 2000 e 2015 e os rebatimentos ao projeto profissional de Serviço Social. Teve como escopo o método histórico-crítico-dialético de análise da realidade, numa perspectiva fundamentada nas categorias de totalidade, contradição e mediação, estruturada e articulada com base na teoria social crítica para executar a pesquisa, num movimento de aproximações sucessivas do objeto para desvendar sua essência e reproduzi-lo nos resultados. O caminho metodológico utilizou a técnica da análise documental. Observou-se que a legislação brasileira, ao complementar a constituição federal, consolidou o processo de privatização da educação superior, e, no caso do Serviço Social, gerou um impacto com a ampliação massiva de cursos nas modalidades presencial e à distância, prioritariamente de natureza privada, como no estado da Bahia.
