Resumo: This work aims to analyze it with regard to the social housing policy in Sergipe, aiming to identify how responses given to housing claimed through urban social movements. The purpose was to seek to understand how capital has appropriated cities as a source of production and valorization through socio-racial segregation. This is an exploratory type of research, of a qualitative-quantitative nature, whose analysis is based on historical-dialectical materialism. In it, bibliographic research was used through articles, books, theses and dissertations related to Brazilian housing policy and the process of formation and perpetuation of racial and sociospatial segregation. The study also made use of documentary research, whose main sources were documents and news produced by the Homeless Workers Movement, in addition to research carried out by the Brazilian Institute of Geography and Statistics and the João Pinheiro Foundation and data provided by Caixa Econômica Federal and the Ministry of Regional Development. The results show that the conduction of Sergipe's housing policy follows the national prescription in guaranteeing the conditions of capital appreciation, when qualitatively and quantitatively it continues to leave the impoverished class, mostly black, out of access to decent housing and the right to the city. The research also revealed the double character of capital's attack on urban social movements fighting for housing, when they increasingly reduce their demands through cuts in resources for housing policy, and when they have criminalized their actions and penalized their subjects and their conflicts. It is concluded that the processes of commodification of Sergipe and Brazilian cities have carried out the determinants of the globalization of capital, burdening at all costs the black and impoverished population contingent.

O propósito foi buscar compreender como o capital tem se apropriado das cidades como fonte de produção e valorização por meio da segregação sócio-racial. Trata-se de pesquisa do tipo exploratória, de natureza quali-quantitativa, cuja análise está baseada no materialismo histórico-dialético. Nela, foi utilizada a pesquisa bibliográfica através de artigos, livros, teses e dissertações relacionadas à política habitacional brasileira e ao processo de formação e perpetuação da segregação racial e socioespacial. O estudo também fez uso de pesquisa documental, cujo principais fontes foram os documentos e notícias produzidas pelo Movimento dos Trabalhadores Sem-Teto, além das pesquisas realizadas pelo Instituto Brasileiro de Geografia e Estatística e a Fundação João Pinheiro e dos dados fornecidos pela Caixa Econômica Federal e do Ministério do Desenvolvimento Regional. Os resultados evidenciam que a condução da política habitacional sergipana segue o receituário nacional em garantir as condições de valorização de capital, quando qualitativa e quantitativamente continuar a deixar a classe empobrecida, majoritariamente negra, fora do acesso à moradia digna e ao direito à cidade. A pesquisa também revelou o duplo caráter de ataque do capital aos movimentos sociais urbanos de luta por moradia, quando reduzem cada vez mais suas demandas por meio de cortes de recursos para a política habitacional, e quando tem criminalizado suas ações e penalizando seus sujeito e seus conflitos.
