Resumo: | In recent years, the internal dynamics of the Brazilian economy have focused on the production of the primary sector for international trade. Brazil is one of the largest producers of commodities in the world, with agribusiness, especially, the production of agricultural goods responsible for one-quarter of the Brazilian GDP and for the positive trade balance. In this context, rural credit is one of the main instruments used by producers in the primary sector to maintenance of production factors, in addition to boosting agricultural production and productivity. Thus, the general objective of this work is to evaluate whether the rural credit policy (in the forms of costing and investment credit), based on Marshall's neoclassical concept of partial equilibrium growth, it boosted the growth of the agricultural sector of Brazilian municipalities, during the years 2002 to 2016. Among the methodological instruments used are the locational analysis methods, to obtain a descriptive study of the relationships between rural credit and agricultural production; and econometric methods of spatial analysis to measure, on average, the effects of rural credit on agricultural growth. The present study is relevant due to the importance of rural credit in the production of agricultural goods, since public spending on costing and investment credit grew exponentially above the variation of production in the primary sector. On the other hand, within Brazilian literature there is little concrete evidence regarding the relationship of these variables, associated with non-homogeneous results, since they change according to the observed spatiality. Thus, it is justified to thoroughly understand the relationship between rural credit and production, in order to build arguments for intensifying or reviewing the current subsidy practices of this public policy. The results showed that the municipalities in the North, Center-West and South regions stood out in the primary sector, standing out as the main spatial relations of agricultural production and productivity. Regarding rural credit data, although less evident, they have some type of spatial dependence in the North, Midwest and South of the country. However, the econometric results showed a low impact of the rural credit modalities in agricultural production, both in terms of inputs and spatial overflow relationships. |

O Brasil é um dos maiores produtores de commodities no mundo, sendo o agronegócio, sobretudo, a produção de bens agrícolas responsável por um quarto do PIB brasileiro e pelo saldo positivo da balança comercial. Diante deste contexto, o crédito rural é um dos principais instrumentos utilizados pelos produtores do setor primário para manutenção dos fatores de produção, além de mecanismo propulsor da produção e produtividade agrícola. Desta forma, o objetivo geral deste trabalho é avaliar se a política de crédito rural (nas modalidades de crédito de custeio e investimento), partindo da concepção neoclássica de crescimento de equilíbrio parcial de Marshall, foi propulsor para o crescimento do setor agrícola dos munícipios brasileiros, durante os anos de 2002 a 2016. Dentre os instrumentos metodológicos que utilizado estão os métodos de análise locacionais, para obter um estudo descritivo das relações entre o crédito rural e a produção agrícola; e os métodos econométricos de análise espacial para mensurar, em termos médios, os efeitos do crédito rural no crescimento agrícola. O presente estudo mostra-se relevante devido a importância do crédito rural na produção de bens agrícola, visto que os gastos públicos com crédito de custeio e investimento cresceram de forma exponencial acima da variação da produção do setor primário agrícola. Por outro lado, dentro da literatura brasileira há poucos indícios concretos a respeito da relação destas variáveis, associados a resultados não homogêneos, uma vez que mudam de acordo com a espacialidade observada. Deste modo, justifica-se compreender minuciosamente a relação entre crédito rural e produção, a fim de construir argumentos de intensificação ou de revisão das práticas de subsídios atuais dessa política pública. Os resultados mostraram que os municípios da região Norte, Centro-Oeste e Sul se destacaram no setor primário, destacando-se como as principais relações espaciais de produção e produtividade agrícola. Com relação aos dados de crédito rural, apesar de menos evidentes, apresentam algum tipo de dependência espacial no Norte, Centro-Oeste e Sul do país.
