Economia solidária e redes de cooperação no espaço rural no município de Salgado/SE

Resumo: The Solidarity Economy is a form and process of collective organization that seeks autonomy in the production and social reproduction of work. Based on the principles of Solidarity, Cooperation, Self-Management, Fair Trade, and Solidarity Consumption, the Solidarity Economy in Brazil is associated with an alternative amid the crises and contradictions of capitalism, being this one, seen only and only as “antalgic action” in the period for the realization of Capital. As the advance of the degree of development and maturity of the capitalist mode of production transcends, via the Ultra-Neoliberal phase the Solidarity Economy is structured and spatialized with the support of the State through institutionalization as public policy. In this sense, our concern is established from the analysis of a case study based on what is the organization of Solidarity Economy in the Center-South Planning Territory of the state of Sergipe. While we list themes that permeate this solidary economic collectivity, we outline our objectives based on the study of Cooperation Networks forged in the rural space of the municipality of Salgado / SE. Our intention is presented as an understanding of the social function and an attempt to contribute to geographic knowledge through the understanding of the Solidarity Economy from the point of view of the social space, through the analysis of the limits, reach and possibilities of these solidary networks in the articulation and in the production relationship - trade-consumption as a central mechanism in the dynamics of local development, seeking to understand the space of exchanges inserted in these cooperation networks within the scope of the Solidarity Economy, in which compose essential spheres of reproduction of the economic activity of the subjects involved in the socio-spatial work practices. In the specific objectives, we seek to understand the relationship and participation of the subjects / agents inserted in the solidarity cooperation networks through short marketing circuits, investigating how the efficiency of the networks is shaped and materialized as an accessory of integration and community cohesion in the territory. It also reflects the implications of cooperation networks for the “promotion” of local development, verifying the discounts of this public policy on the way of life of family farmers in rural areas. An analysis of this study is anchored by the analytical-scientific method in relation to the dynamics and reality of the research field in this sense, sought to understand the institutional arrangements of the cooperation networks available as variables that affect social policies will be displayed in the space mediated by capitalism. In this logic, it traces the profile of the Solidarity Economy in Sergipe, through the instrumentalization of public policy through processes and actions that rehearse a kind of experience even though embryonic in the state. It is possible to assess the degree of insertion in the Center-South territory, especially in the rural space in which the organization of Family Farming is in tune with the cooperation networks configured fundamentally by statistics and combined cooperatives of solidarity and collective action as an alternative close to the excluding market and competitive Capital, in this perspective it is necessary to think about horizons for Solidarity Economy and its potential to generate spaces of hope, which denies a dominant entrepreneur / individual model without a territorial character. Therefore, it is important to highlight that while the Solidarity Economy develops it carries contradictions due to the fact that it coexists with the capitalist model displayed as if it were dialectical in space.

Pautada nos princípios da Solidariedade, Cooperação, Autogestão, Comércio Justo, e Consumo Solidário, a Economia Solidária no Brasil associa-se a uma alternativa em meio às crises e contradições do capitalismo sendo esta, vislumbrada apenas e somente enquanto “ação antálgica” no período de realização do Capital. À medida que o avanço do grau de desenvolvimento e amadurecimento do modo de produção capitalista transcende, via fase Ultra-Neoliberal a Economia Solidária se estrutura e espacializa com o apoio do Estado através da institucionalização como política pública. Neste sentido, nossa preocupação se estabelece a partir da análise de estudo de caso com base no que seja a organização da Economia Solidária no Território de Planejamento Centro-Sul do estado de Sergipe. Ao passo que elencamos temas que permeiem essa coletividade econômica solidária, traçamos nossos objetivos fundamentados no estudo das Redes de Cooperação forjadas no espaço rural do município de Salgado/SE. Nosso intuito se apresenta como entendimento da função social e uma tentativa de contribuir para o conhecimento geográfico através da compreensão da Economia Solidária do ponto de vista do espaço social, através da análise dos limites, alcances e possibilidades destas redes solidárias na articulação e na relação produção- comércio- consumo enquanto mecanismo central na dinâmica do desenvolvimento local, buscando compreender o espaço das trocas inseridas nestas redes de cooperação no âmbito da Economia Solidária, na quais compõem esferas imprescindíveis de reprodução da atividade econômica dos sujeitos envolvidos nas práticas socioespaciais do trabalho. Nos objetivos específicos, procuramos entender a relação e a participação dos sujeitos/agentes inseridos nas redes de cooperação solidária através dos circuitos curtos de comercialização investigando como se formata e materializa a eficiência das redes enquanto acessório de integração e coesão comunitária no território. E ainda refletir as implicações das redes de cooperação na “promoção” do desenvolvimento local, verificando os rebatimentos desta politica publica no modo de vida dos agricultores familiares no espaço rural. A análise deste estudo está ancorada pelo método Empírico-Analítico em face da dinamicidade e realidade do campo de pesquisa nesse sentido, buscou-se entender os arranjos institucionais das redes de cooperação avaliando as possibilidades que as relações sociais baseadas nos princípios da Economia Solidária têm de se reproduzir abrigada no espaço mediado pelo capitalismo. Nessa lógica, traçamos o perfil da Economia Solidária em Sergipe através da instrumentalização da política publica via processos e ações que ensaiaram uma espécie de experiência ainda que embrionária no estado. Sendo possível avaliar o grau de inserção no território Centro-Sul, sobretudo no espaço rural em que a organização da Agricultura Familiar afina-se nas redes de cooperação configuradas fundamentalmente por associações e cooperativas combinando solidariedade e ação coletiva como alternativa frente ao mercado excludente e competitivo do Capital, nessa perspectiva é preciso pensar horizontes para a Economia Solidária e seu potencial gerador de espaços de esperanças, que nega o modelo dominante empreendedor/individual sem o caráter territorial.
