Segurança pública : em busca de um modelo sistêmico de gestão para o estado de Sergipe

The issue of public safety has worried brazilians in recent years. Due to its inherent complexity, the resolution of problems involving this sector goes beyond the actions of the State security forces and permeates areas related to the promotion of citizenship, involving actors such as police, firefighters, judicial agencies, among several others. The joint, harmonic and coordinated action of all these actors represents a challenge for the Brazilian State. In this way, the present work seeks to analyze from a systemic perspective the management of the Secretariat of Public Security of the State of Sergipe (SSP-SE), with a view to proposing subsidies for the development of a more effective management model. For this descriptive study, field and documentary surveys were carried out using a qualitative approach. In order to collect the data, indepth interviews were conducted with six SSP-SE servers and institutions that compose it and a security specialist from the Federal University of Sergipe. The content analysis technique was used to treat the data obtained. Three variables emerged clearly, showing up to be priorities for a systemic approach to public safety in Sergipe: culture, organizational processes and norms. As propositions of the work, we have: expansion of the monitoring of systemic indicators, such as the number of intentional violent deaths, the rate of elucidation of police investigations initiated and the number of deaths in traffic accidents; promotion of citizenship among partner institutions, strengthening alliances at different scales for the prevention of crime.
