A diplomacia pública brasileira em 280 caracteres : o uso do TWITTER durante as gestões Temer e Bolsonaro (2018-2019)

Considering the context of transition from monologic to dialogic communication and its effects on public diplomacy, this exploratory research seeks to analyze the use of Twitter by Brazilian official accounts. More specifically, our main purpose is to identify the continuities and the differences between the digital diplomacy performances of Temer (2018) and Bolsonaro (2019) administrations. At first, the main concepts and debates of the digital diplomacy literature were identified and related. Then, a content analysis (BARDIN, 2011) was performed after 2567 tweets were collected from the accounts @Micheltemer in 2018, @jairbolsonaro in 2019 and @Itamaratygovbr in both years. The dataset offered statistical inferences about the communication codes used, the international actors prioritized and the approach of thematic emphases. We found several continuities in the foreign policy agendas, but also multiple changes in terms of communicational style, especially regarding the relationship with the press, the participation of non-traditional diplomatic actors and the inclusion of terms and values of the new brazilian right wing agenda.
