The situation of the urban metropolitans has to the city of traffic urban and a quality of life of the population. This study sought to make an analysis regarding this duality and verify from the point of view of users and public managers to what extent this growth has been favorable. Two methodologies were chosen: a quantitative analysis with the motorcyclists of the region (Shopping Jardins and the Sergipe Federal University) and qualitative analysis through the content analysis of the Aracaju Urban Mobility Plan. The information was collected through a questionnaire with structured questions, which together with the documentary analysis showed that as expected, there are no policies aimed at this modal, since in the public management view the modal collective transportation is the priority, in the However, they end up being the last alternative and the population ends up venturing into motorcycles, despite being a risk transportation, which was evident in the face of accident statistics, the disruption of roads that make flow possible, the lack of policies that make them aware of the use and disinterest in the practice of defensive driving. The study proposes that there is still a long journey in order to equalize the conscious use of this means of transportation
