Resumo: | The present thesis is based on the environmental impacts on the São Francisco river, in particular, on its lower section known as Baixo São Francisco. Several decades of authoritarian public policies of the governors weakened the river, which feels the difficulty of attending to the multiple uses established by Law 9.433 / 1997. From the 1970s onwards, a series of dams for hydroelectric power plants was erected along São Francisco River; to justify the modernization policy, they were linked to the "Northeast of the year 2000" and the "Brazil as a Great Power" propaganda. The objective of this work is to analyze the sense of recovery and conservation of the river adopted by the federal government, specifically in its low stretch. As one of the multiple uses of the river and having allowed in the past the traffic of large boats, navigation itself was chosen as spokesperson for São Francisco, gaining personality in a network of interactions with the river, the riverines, the NGO, the CBHSF and the governmental organs. The work is supported by the analysis of photographs, the in loco observation of stretches of the river, the documents produced by the NGO Canoas de Tolda, by the CBHSF and by governmental agencies, in the discussions during the presence in Public Audiences, and also in interviews with riverine dwellers, with boatmen e members of the NGO Canoa de Tolda. The empirical basis has contributed to the fact that the river continues to suffer from the continued intervention of governmental agencies, observed in the regularization of its flow, under the main argument of being an exit for the climate change crisis to the detriment of the lame gerenciation of the waters of the São Francisco with respect to its environmental protection; besides that the effective recovery and conservation of the river is not being put into practice, committing the waters and the people that depend of them for the survival in the Low San Francisco. What is behind the recovery and conservation of the river continues to be shaped by the interests of benefiting capitalist expansion, with noncompliance with Brazilian legislation (Law 9.433/1997).________________________________________________________________________________________________________________________________ |

Les nombreuses décennies de politiques publiques autoritaires des gouverneurs ont légué la détérioration du fleuve, qui ressent la difficulté d‟accomplir les multiples utilisations, établie par la loi 9433/1997. Dans les années 1970, il a été construit chutes d‟eau pour la construction des centrales électriques. Cela est arrivé en raison de la politique de modernisation liée aux programmes «Nord-Est de l‟année 2000 » et «Brésil grande puissance». L'objectif de ce travail est d'analyser le sens du rétablissement et de la conservation de la rivière adoptée par les dirigeants du pouvoir public fédéral, en particulier dans sa partie inférieure. Etant l‟un des usages multiples du fleuve et cela, au passé, ayant permis le trafic de gros bateaux, la navigation a été choisie comme porte-voix du São Francisco, gagnant sa personnalité dans un réseau d‟interactions avec le fleuve, les riverains, les ONG, la CBHSF et les agences gouvernementales. Le travail repose sur l'analyse de photographies, l'observation in loco de tronçons de la rivière, les documents produits par l'ONG Canoa de Tolda, la CBHSF et des agences gouvernementales, ainsi que sur les discussions tenues lors des audiences publiques et les entretiens avec les riverains, notamment, des bateliers et des membres de l‟ONG Canoa de Tolda. Les données empiriques ont révélé que le fleuve continue de souffrir des interventions incessantes des agences gouvernementales, observées dans les régularisations de son débit, sous le principal argument d'être la sortie du changement climatique au détriment de la mauvaise gestion des eaux du San Francisco en relation avec la protection de l'environnement de la rivière; De plus, la récupération et la conservation effectives de la rivière ne sont pas mises en pratique, engageant les eaux et les rivières qui en dépendent pour leur survie. Ce qui se cache derrière la récupération et la conservation du fleuve continue à être façonné par les intérêts qui profitent à l'expansion capitaliste, avec le non-respect de la législation brésilienne (Loi 9.433/1997).A presente tese tem como norte os impactos ambientais no rio São Francisco, em particular, no seu trecho inferior, conhecido como Baixo São Francisco. As várias décadas de políticas públicas autoritárias dos governantes legaram a deterioração do rio, que sente a dificuldade de atender aos usos múltiplos, estabelecidos pela Lei 9.433/1997. A partir, principalmente, dos anos de 1970, foi erguida uma cascata de barragens para usinas hidrelétricas ao longo do São Francisco para fazer jus à política modernizadora, atrelada ao “Nordeste do ano 2000” e à propaganda “Brasil Grande Potência”. O objetivo do trabalho é analisar o sentido de recuperação e conservação do rio adotado pelos governantes do poder público federal, em específico, no seu trecho baixo. Sendo um dos usos múltiplos do rio e este, no passado, tendo permitido o tráfego de grandes embarcações, a navegação foi escolhida como porta voz do São Francisco, ganhando personalidade em uma rede de interações com o rio, os ribeirinhos, a ONG, o CBHSF e os órgãos governamentais. O trabalho apoia-se na análise de fotografias, na observação in loco de trechos do rio, nos documentos produzidos pela ONG Canos de Tolda, pelo CBHSF e por agências governamentais, nas discussões durante a presença em Audiências Públicas, e ainda em entrevistas com ribeirinhos, em particular, com barqueiros e membros da ONG Canoa de Tolda. A base empírica contribuiu para constatar que o rio continua sofrendo com as continuadas intervenções das agências governamentais, observadas nas regularizações do seu fluxo, sob o argumento principal de serem a saída para as alterações climáticas em detrimento do mau gerenciamento das águas do São Francisco no tocante à sua proteção ambiental; além de que não está sendo posta em prática a efetiva recuperação e conservação do rio, comprometendo as águas e os ribeirinhos que dependem delas para a sobrevivência no Baixo São Francisco.
