BIM (Building Information Modeling) technology is a methodology that generates several improvements in all areas of (AECO) Arquitecture, Engineering, Construction and Operation. Public agencies have recognized these advantages and intend to make the implementation of this methodology mandatory in the development of projects. Thus, the research sought to analyze the benefits and difficulties for the implementation of the BIM methodology in small Brazilian municipalities, with a population of up to 50 thousand inhabitants which are classified as small municipalities. A bibliographic review was carried out with information about BIM and public administration, thus analyzing the challenges and advantages encoutered by a acity hall. Next, two case studies of BIM implementation in public agencies were presented, in order to seek more precise information about the implementation process, initially the implementation in the Brazilian Army was studied, then in the CPTM (Companhia Paulista de Trens Metropolitanos). Finally, a diagnosis was made by the Department of Infrastructure of the Municipality of Malhador to analyze, from the information collected, the paths that the municipality must follow to carry out the implementaion of the methodology in the construction processes, since it was seen that BIM generates several economic and administrative advantages for the municipalities, thus providing a better management of the works, better control of the budgets and a more effective inspection. However, is must always take into account the challenges for these municipalities that have a limited budget and difficulty in changing the culture of employees.
