Contrarreforma psiquiátrica : uma ameaça à efetivação do Projeto Ético-Político do Serviço Social na Saúde Mental

In the present work, we address the psychiatric counter-reform process in Brazil and its implications for the implementation of the Ethical-Political Project of Social Work in Mental Health. For that, we have the following specific objectives: to recover the main historical aspects of the Brazilian Psychiatric Reform; carry out a theoretical approach to the psychiatric counter-reform category and identify its main characteristics; to analyze the participation of the State in the process of psychiatric counter-reform in Brazil. The study took historical-dialectical materialism as a reference, since this method makes it possible to go beyond the appearance of the object and reach its essence, assuming a perspective of totality in the analysis. It has an exploratory, qualitative nature, with bibliographical and documentary research procedures. The sources used for this study were other studies already carried out and presented in the form of articles, TCCs, Dissertations and Theses. Based on the results obtained, it was possible to verify: the Psychiatric Reform defends and prioritizes the deinstitutionalization for the user of the mental health policy, following a line of care in freedom, in a democratic way, the guarantee of human rights, emancipation, which denotes the confluence between the Brazilian Psychiatric Reform Movement and the Ethical-Political Project of Social Work; The Psychiatric Counter-Reform is an expression of the State's counter-reform, it is a project for Mental Health that responds to the interests of the market, whose conformation found strong support from the governments of Michel Temer and Jair Bolsonaro, characterized in three essential dimensions: technical -assistance, legal and ideo-political. In this sense, the Psychiatric Counter-Reform has had destructive effects on the relevant achievements from the Psychiatric Reform and the Anti-Asylum Fight, also expressing itself as a threat to the effectiveness of the Ethical-Political Project of Social Work in Mental Health.
