The objective of this study is the construction of a synthetic index for measuring vulnerability situations and social risks of families within the municipal single cadastre. Called the "Standard Index of Living Conditions", the ICCV identified which Districts and / or Territories have the most severe living conditions, within a population cut of persons and families with a CadÚnico profile, that is, persons and families in a situation of low income, poverty or extreme poverty. As sampling for the construction of the index, socioeconomic information was used of 72,383 families and 187,396 people distributed in all districts of the city. The information available in the Municipal Single Register allowed the construction of fifteen indicators calculated according to proportions, distributed in the dimensions: Education, Work, Family and Domicile and later the ICCV calculated by grouping these dimensions and indicators by means of weighted arithmetic averages. The index varies from 0 to 1, and the closer to zero, the more severe are the living conditions of people and families in a given neighborhood. The results show that in all districts more than half of the children and adolescents enrolled in the Cadastro Único are in a situation of age / series distortion and in 37 neighborhoods, at least half of the families live in poverty or extreme poverty. It is worth mentioning that the cities of Soledade (0.1905), Japãozinho (0.1827), Santa Maria (0.1590), Porto Dantas (0.1445) and Zona de Expansão (0.0000) thus presenting the worst living conditions for the CadÚnico population
