The purpose of this study was to study the community of real and potential users of the Municipal Library of Cumbe / SE and among its members. specific objectives were sought to know the reader profile of real and potential users of the Public Library of Cumbe / SE; develop and propose a strategy to serve the reading community of the library object of this research and, finally, to recommend, through the results and propositions of the course completion work, improvements in municipal policies linked to public reading in Cumbe / SE. In order to meet and achieve the general and specific objectives of this course, the methodological course adopted was based on a theoretical approach through a printed and electronic bibliographic survey. For data collection, the questionnaire was used with seven open and closed questions applied to the Cumbe community. As a result the work demonstrated the need of a professional librarian for a specialized service to library users, as well as through the questionnaires it was concluded that there is a need to purchase works for the library's general collection.
