The area of governance in Information and Communication Technology (ICT) is new, so it has not yet its due importance recognized. In order to disseminate the importance of implantation of a good governance system and raise awareness of the positive contribution provided by the adoption of good practices, the Brazilian Court of Audit (Tribunal de Contas da União - TCU) periodically evaluates federal public organizations in Brazil. The evolution of ICT governance in the Federal Public Administration (Administração Pública Federal - APF) in Brazil is still slow, with a low percentage of organizations that effectively adopt a good governance system. The general objective of this research is to compare the evolution, decline or stagnation of the evaluated organizations, through the notes obtained in the evaluations of the TCU in the years of 2012 and 2014, and with that indicate which factors contributed to the conditions in which were found. The type of this research is classified as basic, with data approach in a quantitative and qualitative way. The objectives are descriptive, with technical procedures that classify it as documentary research. This research presents tables showing the most significant changes and declines in the scores obtained by the APF organizations in the two evaluations of the Information Technology Governance Index (IGovTI), as well as comparative charts according to the segmentation of APF. Also presented are tables containing the values of investments in ICT in the year 2014 and the percentage that went to each APF organizations.
