Entre idas e vindas da legislação urbana: reflexos na verticalização em Aracaju/SE

The accelerated growth of industrialization caused changes in the structure of Brazilian cities and as a consequence, new forms of appropriation of urban land emerged due to the development of technology in civil construction, among them the possibility of building buildings with a greater number of floors that in turn, increases the built-up area and later, THE CAPITAL. Thus, with the intensification of land use and occupation through verticalization, there was a need to plan urban expansion through urban planning instruments, including the utilization coefficient and height gauge. In Aracaju, this process became the object of discussions because it was marked by "comings and goings" of legislation that later caused problems in urban planning as well as in the management of the licensing of enterprises. Height gauge in the city of Aracaju, capital of the state of Sergipe. For this, bibliographic, photographic, documentary, legislation and information surveys were carried out in the licenses of vertical enterprises, construction of cartographies, which demonstrated the periods of verticalization in the urban space of capital and its notes in vertical areas in places with low urban infrastructure and consequently greater damage to the executive power and to the population that increasingly becomes distant from access to the urbanized city.
