The conception of the Participatory Budgeting (PB) occurred in 1989 and marks the emergence of an avant-garde policy that institutes instruments of popular participation at the local level. The PB emerges as an innovative practice and its success draws the attention of International Organizations (IOs), which incorporate it into their agenda and successively boost its phenomenon of international diffusion. Despite the success of the diffusion process promoted by the IOs, we observed a phenomenon of transfiguration of the democratizing principles that grounded Porto Alegre's model. Therefore, this monography seeks to answer whether there is a transformation of the Participatory Budgeting into an instrument of public policy that dispenses its initial concept of decision-making processes horizontalization. In order to seek empiricismo in our analysis, we propose a case study about the World Bank's action, selecting the location of Maputo as the unit of analysis. We verify the type of operational methodology implemented in this unit, having as a guiding factor the democratizing character or not of decision-making processes.
