Resumo: | In this work the objective was to investigate the presence of actions that contribute to strengthen the representation of "users" in the CMAS, from the intervention of social workers of the basic protection of SUAS in municipalities of the Recôncavo Identity Territory (TIR), in the State of Bahia. Seven municipalities were chosen, six of which are bordering Cachoeira /BA. The study was based on the following premise: the analysis of the intervention of social workers and the possibility of strengthening the democratic control of "users" (of social services) permeates the understanding of the pedagogical/educational function that is inherent to the intervention process. This function is a constituent part of the culture organization movement and allows the social worker to influence the way of acting and thinking of "users", therefore, expresses the political dimension of the profession. By using the dialogic perspective, the social worker can stimulate "users" to turn protagonists and strengthen their resistance practices. This present work was an exploratory type research oriented by the critical-dialectical perspective. The nature of the guiding question (the problem) required, as a matter of priority, a qualitative approach, but the quantitative aspects were not disregarded in the analysis. As a technique of data collection, the semi-structured interview was used, as well as the document analysis (secondary source). Due to the institutional demands, a social worker responded to the interview form (by e-mail). Thus, six social workers were interviewed, totaling reports of seven professionals (one in each city). Social workers recognize Basic Social Protection as an area of affirmation of rights. This positively influences the representations that "users" construct about the Social Assistance Policy and can be a stimulus for their forms of organization and participation in the public sphere. It was observed that despite the lack of collective and systematized actions with the purpose of strengthening the representation of "users" in the CMAS, in the intervention of some professionals there are elements that converge towards this objective. The presence of these elements reveals traces of a pedagogy that is committed to the defense of the rights of “users”. It is necessary to emphasize that the non-existence of collective and systematized actions is a result from the objective conditions of the work of the social workers, among other aspects related to professional training. |

Foram escolhidos sete municípios, sendo seis limítrofes a Cachoeira/BA. Para realização do estudo partiu-se da seguinte premissa: a análise sobre a intervenção dos assistentes sociais e a possibilidade de fortalecer o controle democrático de “usuários” (dos serviços sociais) perpassa pela compreensão da função pedagógica/educativa inerente ao processo interventivo. A referida função é parte constitutiva do movimento de organização da cultura e possibilita que o assistente social influencie no modo de agir e pensar dos “usuários”, portanto, expressa a dimensão política da profissão. Ao fazer uso da perspectiva dialógica o assistente social pode estimular o protagonismo dos “usuários” e fortalecer suas práticas de resistência. Tratou-se de uma pesquisa do tipo exploratória orientada pela perspectiva materialista crítico-dialética. A natureza da questão norteadora (o problema) requereu, prioritariamente, uma abordagem qualitativa, mas os aspectos quantitativos não foram desconsiderados na análise. Como técnica para a coleta de dados fez-se uso da entrevista semi-estruturada, bem como da análise de documentos (fonte secundária). Em virtude das demandas institucionais, uma assistente social respondeu ao formulário de entrevista (via e-mail). Desse modo, seis assistentes sociais foram entrevistadas, totalizando relatos de sete profissionais (uma em cada município). As assistentes sociais reconhecem a Proteção Social Básica como um espaço de afirmação de direitos. Isso influencia positivamente nas representações que os “usuários” constroem acerca da Política de Assistência Social e pode ser um estímulo para suas formas de organização e participação na esfera pública. Observou-se que apesar da inexistência de ações coletivas e sistematizadas com o propósito de fortalecer a representação de “usuários” nos CMAS, na intervenção de algumas profissionais há elementos que convergem para este objetivo. A presença desses elementos revela traços de uma pedagogia comprometida com a defesa dos direitos dos “usuários”.
