This research aims to verify a role model between applied research, services and companies, enabling the participation and inclusion of researchers in companies. Methodologies were applied for structuring problems Value Focused Thinking (VFT), Strategic Options Development and Analysis (SODA) and Soft Systems Methodology (SSM). It was believed that it would be possible to obtain a solution to the problem increasing professional skills, infrastructure and structuring the way of acting and internal processes. However, with the VFT and the SODA article Brisolla et al. (1997) concluded that the institutes operating model for research and services It depends on cooperation agreements. The use of SSM sought solutions to enable these agreements. The SSM method was suitable for to list ways to solve this problem.
