The Energy Union represents one of the most ambitious projects of ecological transition, energy security policy and integration of energy systems in the world. The creation of the Energy Union was the result of intense negotiations between the institutions of the European Union. Among the main institutions are the European Commission and the Council of the European Union. Seeking to better understand the interactions between these two actors, this work analyzed the legislation proposed by the Juncker Commission (2014-2019) for the creation of the Energy Union. This analysis was made using Liberal Intergovernmentalism, Veto Power Theory, theories of bureaucracy, and the concept of spillover, to examine the community law about energy. This work concludes that the European Commission is an actor with the power to change and influence the outcome of European legislation. Despite this, the Council of the European Union appears to have a greater capacity to determine the final legislation
