This work is the result of my master’s dissertation in which I analyzed the discursive production of the refugee’s subjectivity in international law and Brazilian law as well as its relationship with informal language policy in Brazil. Guided by the theoretical assumptions of the concept of dispositif (FOUCAULT, 1979; AGAMBEN, 2014), I analyzed how the notion of refugee is operated by a dispositif that aims to model and control subjects, that is, the “government of men”. In view of this, language policies (CALVET, 2007; BIZON, 2013; DINIZ, 2012, ORLANDI, 2007) end up figuring as an alternative to resistance to the power effects of this dispositif when proposing actions about the teaching of Portuguese aimed at welcoming refugees. The research results show that the refugee’s subjectivity has been (is) constructed over the years through a series of speeches, especially legal ones, aimed at maintaining the state’s sovereignty. Congruent to this, the informal language policies aimed at teaching Portuguese to refugees end up constituting an important instrument of resistance in that they aim to welcome these subjects, enabling their access to basic services that guarantee the maintenance of their human condition.
