Fragilities and challenges of decentralization of public policies: the Municipal Council of Children and Adolescents of Santa Cruz do Sul

  This paper analyses the difficulties, challenges and possibilities for decentralization of public policies aimed at children and adolescents, focusing on the action of the Municipal Council for Children and Adolescents of Santa Cruz do Sul, from 1990 to 2000. The council includes representatives of civil society and of municipal and state government agencies. The analysis contemplates the transformations in policies related to children and adolescents in Brazil since the Federal Constitution of 1988 and the enactment of the Statute for Children and Adolescents of 1990. The study reveals that the main weaknesses and limitations of the municipal council are associated not only with outside variables (the economic, social and political context), but also with internal ones (legal factors and the composition and operation of the council).
