Resumo:   This article originated from a study undertaken by the Center for Research and Study in Social Service and Gender Relations, the goal of which was to discuss public policies that affect women who are excluded from their minimal rights. The majority of public decisions that affect women are guided by the preferences of men and not by the needs of women. This article intends to analyze some of the difficult routes that have marked the history of women in the conquest of their citizenship and empowerment. It focuses on the need to consider gender equality in the preparation of policies and calls attention to the failure of government in relation to the issue of violence against women. Finally, it discusses the role of the state in relation to the need for public policies for excluded women so that they can truly exercise their citizenry.

Finally, it discusses the role of the state in relation to the need for public policies for excluded women so that they can truly exercise their citizenry.  Este artigo originou-se de um projeto de pesquisa, desenvolvido pelo do Núcleo de Estudos e Pesquisa em Serviço Social e Relações de Gênero (NUSSERGE), que teve como objetivo discutir políticas públicas destinadas a mulheres excluídas dos direitos mínimos. A maioria das decisões públicas, que afeta as mulheres, é guiada por preferências masculinas e não por necessidades femininas. Pretende-se neste artigo, discorrer sobre os difíceis percursos que têm marcado a história das mulheres na conquista de sua cidadania e empoderamento, enfocar a necessidade de considerar a eqüidade de gênero na elaboração de políticas, chamar atenção e sobre o descaso do poder público em relação à questão da violência contra mulheres.
