Resumo: The article analyzes the changes that occurred in the brazilian social welfare system since in the middle of 90th .It searches to enhance the counter-reform of the Brazilian social protection constitucionl’s framework, through the 20th constitucional amendment analysis, setting of its consequences in the worker’s social rights regression.
