Redesigning the relation between the civil society and the State: the tripod and the deliberative democracy

Resumo: Starting from the premise that deliberative democracy is a decision making political model grounded in the participation of the population in the elaboration of the public policies, this study analizes the conditions for its implementation highlighting three variables: government political will, degree of civil society organization and participation and institutional design. In addition to exploring the concepts of civil society and public sphere, the paper also calls attention to the issue of institutional design, particularly in what refers to creating conditions for the public debate to be inclusive, plural and based on participative equality.
