Development, globalization and Third Sector. Environmental and gender non-lucrative organizations: Mexican experiences

Resumo:   This paper provides an approach to research on civil organizations - non-profitable organizations – and their transnational role. The first section of the study discusses the concepts and some theoretical frameworks attempting to explain civil society, of asociacionism and transnational networks. The second section attempts to demonstrates how, in the context of globalization across the North-South divide and of the current model of development at international level, civil organizations become particularly relevant, generate revenue, create linkages with governments and their transnational peers. The third section presents the Mexican case, from a historical perspective, with a view to understanding the emergence of environmental and gender organizations. Finally, the last section presents and discusses three cases of civil organizations in Mexico as well as the networks formed by them, thus generating long-standing transnational linkages, which attempt to have a bearing upon political decisions and upon formation and capacitation of human resources.

La primera parte aborda el estudio de los conceptos y algunas corrientes teóricas que intentan explicar a la sociedad civil, la complejidad del tema y el fenómeno de emergencia del asociacionismo y las redes transnacionales. La segunda parte muestra cómo en el contexto de la globalización (Norte-Sur) y el modelo de desarrollo actual, las organizaciones civiles adquieren relevancia, generan recursos, crean alianzas con los gobiernos y con sus pares transnacionales. La tercera parte presenta el caso de México desde un análisis histórico para entender la emergencia de las organizaciones ambientales y de género. En el último apartado se abordan tres casos de asociaciones civiles y redes que se van formando generando vínculos transnacionales, que permanecen e intentan sostenerse e incidir en las decisiones políticas y en la formación y capacitación de recursos humanos.Este artigo é uma abordagem de pesquisa sobre as organizações civis, isto é, as organizações sem fins lucrativos e seu papel transnacional. A primeira parte aborda o estudo dos conceitos e de algumas correntes teóricas que tentam explicar a sociedade civil, a complexidade do tema e o fenômeno de emergência do associacionismo e as redes transnacionais. A segunda parte mostra como é que, no contexto da globalização (Norte-Sul) e no atual modelo de desenvolvimento a nível internacional, as organizações civis adquirem relevância, geram recursos, criam alianças com os governos e com seus pares transnacionais. A terceira parte apresenta o caso do México, a partir de uma análise histórica, para entender a emergência das organizações ambientais e de gênero.
