Mercados campesinos in Bogotá: intangible heritage and farmer’s economy development in Colombia

Resumo: This paper aims to present Mercados Campesinos (MC) in Bogotá, as marketing channels for selling fresh vegetables, fruits, typical meals, handicrafts, and others goods that recreate the barter fairs that occurred between indigenous groups located in the central region of Colombia, before colonization. Currently, the MCs [organizational model proposed by the Proceso Mercados Campesinos (PMC)], are intercultural spaces of farmers, indigenous people and afro-Colombians, based on the principles of Food Security and Sovereignty, where memories, ancestral knowledge and know-how circulate. We identify and present some of those know-how types that occur at MC. For this purpose, besides written sources (bibliography, legislation, official documents), we resort to interviews based on the Oral History methodology with farmers which have been participating in the MC, analysing how these participants can take ownership of the existing patrimonial policies. We find a process that is applied in Colombia for the cultural manifestation as an Intangible Cultural Heritage, which contains an instrument Called Plan Especial de Salvaguarda (PES) that not only could contribute to the development of the participating communities in the MC, but also to implement effective policies aimed towards the country’s Food Security and Sovereignty.

Dinámicamente transformados, los MC se configuraron en la actualidad, fruto del Proceso Mercados Campesino (PMC), como espacios interculturales en los que circulan y se comparten memorias, identificaciones y modos de saber-hacer campesinos, indígenas y afrodescendientes, basados en principios de Seguridad y Soberanía Alimentar. El presente artículo propone mostrar algunos de los modos de saber-hacer campesinos presentes en la cotidianidad de los MC. Para eso, además de fuentes escritas (bibliografía, legislación y documentos oficiales), recurrimos a entrevistas producidas por medio de la metodología de la Historia Oral con campesinos/as que participa de los MC, para identificar tales modos de saber-hacer que albergan estos espacios, analizando las posibilidades de las comunidades participantes, en apropiarse de los instrumentos de salvaguardia de Patrimonio Cultural Inmaterial (PCI) de Colombia. Encontramos que existe un proceso derivado del acto administrativo para postular una manifestación cultural como PCI que contiene un instrumento denominado Plan Especial de Salvaguarda (PES) que podría contribuir con el desarrollo de las comunidades que participan de los MC al tiempo que concretizar políticas efectivas direccionadas a la Seguridad y Soberanía Alimentar del país.Este artigo tem como objetivo apresentar os Mercados Campesinos (MC) de Bogotá, como canais de comercialização de produtos rurais frescos, pratos típicos, artesanatos, dentre outros bens que remetem às feiras de escambo indígenas pré-coloniais que aconteciam na região central da Colômbia. Dinamicamente transformados, os MC, resultantes do Processo Mercados Campesinos (PMC), se configuram na atualidade como espaços interculturais de circulação e compartilhamento de memorias, identificações e modos saber-fazer campesinos, indígenas e afrodescendentes, baseados nos princípios de Segurança e Soberania Alimentar. O artigo propõe mostrar alguns dos modos de saber–fazer campesinos presentes na cotidianidade dos MC. Para tanto, além de fontes escritas (bibliografia, legislações e documentos oficiais), valemo-nos de entrevistas produzidas com base na metodologia da história oral com campesinos/as que participam dos MC para identificar os modos de saber-fazer que albergam estes espaços, analisando as possibilidades das comunidades participantes, em se apropriarem dos instrumentos de salvaguarda do Patrimônio Cultural Imaterial (PCI) da Colômbia.
