Socio-political changes and municipal governance: the complexity as a link

Resumo: Today's modern and complex societies are rapidly changing, overcoming old models and paradigms, in such a way that we find ourselves in a period of new times or between two eras. At the municipal level, the political system appears as a fundamental element in these processes of change. Political phenomena show that the usual theoretical-conceptual frameworks have shown their limits, so it seems necessary to seek new explanatory architectures. The idea-term that establishes a transversal link between these diverse concepts is complexity.

En el ámbito municipal el sistema político aparece como elemento fundamental en estos procesos de cambios. Fenómenos políticos ponen de manifiesto que los marcos teórico-conceptuales habituales han mostrado sus límites, por lo que aparece necesario la procura de nuevas arquitecturas explicativas. La idea-término que establece un vínculo transversal entre estos diversos conceptos es la complejidad.As sociedades modernas e complexas de hoje estão mudando rapidamente, superando velhos modelos e paradigmas, de tal forma que nos encontramos em um período de novos tempos ou entre duas eras. No nível municipal, o sistema político aparece como um elemento fundamental nesses processos de mudança. Fenômenos políticos mostram que os referenciais teórico-conceituais usuais têm mostrado seus limites, parece necessário buscar novas arquiteturas explicativas.
