Scenario and Policies of the Energy Planning: Solar Energy and Territorial Planning Needs

Resumo: The rise in electric energy consumption in society is constant. Man has become more and more dependent on electronics and despite, the world faces the climate change that affects the profitable performance of hydroelectric plants, the main source of electric energy in Brazil, emphasizing the need to seek another source of renewable energy like the solar power. To promote an environment that promotes the best efficiency of this type of energy, territorial planning of Brazilian cities and states is essential, supported by specific public policies. This paper’s purpose is to evaluate the implementation of energy planning in Brazilian public policies. Through qualitative-quantitative research, it was carried out for first, an evaluation of solar power public policies and plans already existent in the country and was compared the project of policy existent with other national polices. Data on investments in the photovoltaic sector carried out in the study area were researched and further it was developed an analysis of the Territorial Planning Law of the Municipality of Joinville, SC. In this way, it was concluded that the country still has not efficient plans or policies that prepare the urban design of cities to optimize the efficiency of photovoltaic energy generation.

La dependencia de dispositivos electrónicos por parte de las personas se ha vuelto cada vez más pronunciada, y el mundo se enfrenta a un escenario de cambio climático que está afectando la viabilidad de las hidroeléctricas, la principal fuente de energía eléctrica en Brasil. Esto resalta la necesidad de buscar fuentes de energía renovable alternativas, como la energía solar. Para promover un entorno que fomente una mayor eficiencia en el uso de esta forma de energía, se vuelve esencial la planificación territorial de las ciudades y estados brasileños basada en políticas públicas específicas. El objetivo de este trabajo es evaluar la implementación de la planificación energética en las políticas públicas brasileñas. A través de una investigación cuali-cuantitativa, se llevó a cabo una recopilación de datos sobre la radiación solar en el territorio brasileño, con un enfoque particular en el Estado de Santa Catarina, así como sobre las inversiones en energía fotovoltaica en el área de estudio. También se realizó un análisis de la Ley de Ordenamiento Territorial del Municipio de Joinville, SC. Como resultado, se llegó a la conclusión de que el país aún no cuenta con planes o políticas eficaces que preparen el diseño urbano de las ciudades para optimizar la generación eficiente de energía solar.O aumento do consumo de energia elétrica na sociedade é constante. O homem torna-se cada vez mais dependente de eletroeletrônicos além disso, o mundo enfrenta um quadro de mudanças climáticas que afetam o desempenho rentável das hidrelétricas, principal fonte de energia elétrica do Brasil, enfatizando a necessidade de buscar outra fonte de energia renovável, como a energia solar. Para promover um ambiente que impulsione a melhor eficiência deste tipo de energia, torna-se essencial o planejamento territorial das cidades e estados brasileiros pautado em políticas públicas específicas. Este trabalho tem como objetivo avaliar a implementação do planejamento energético nas políticas públicas brasileiras. Através de pesquisa quali-quantitativa, realizou-se primeiramente o levantamento de dados de irradiação solar no território brasileiro, enfatizando o Estado de Santa Catarina e de investimentos no setor fotovoltaico realizados na área de estudo, desenvolveu-se uma análise sobre a Lei de Ordenamento Territorial do Município de Joinville, SC.
