Public administration and policies on education: a systematic review of the scientific production of EnANPAD and EnAPG between 1997 and 2009

development, it is believed that the administration of schools and organizations that are responsible for managing educational networks is a prominent subject for research in Administration. In this context, the aim of this article is to describe the contribution of the EnANPAD and of the EnAPG for the output of knowledge about Administration and Public Policies of basic education. For that purpose, a systematic review of the annals of these events in the period between 1997 and 2009 was conducted. A total of 49 articles were analyzed by means of a protocol that allowed the description of: papers characteristics (temporal distribution of publications and author characteristics); methodological aspects (approach and typology of research from academic/scientific points of view); and themes addressed. It was observed that the output is distributed heterogeneouslyin time; the majority of authors are linked to institutions in the Brazilian South and Southeast; there is a balance between descriptive and exploratory studies; and there are few inferential studies. The qualitative approach is predominant (55%); however, there is a representative number of quantitative papers (35%). Regarding the themes, it was verified that 81.6% of the articles refer to four main topics: socioeconomic inequality, educational financing, educational quality and managerial instruments.
