State and democracy in the Estado Novo regime’s official discourse

Resumo: The objective of this article is to discuss the main ideas expounded in the first issues of the periodical Cultura Política (“Political Culture”), paying special attention to ideas about democracy and State organization. These ideas are debated in relation to the institutional construction of the Estado Novo (“New State”, in Portuguese) and to the intellectual environment of the 1930s and 1940s. The Estado Novo was a regime based on an organized discourse, and one which was elaborated and disseminated in order to simultaneously validate and investigate actions and policìes adopted after 1937. Among the vehicles used for this purpose was Cultura Política, a magazine directed by Almir de Andrade and published between 1941 and 1945. The articles and texts found within its pages constituted what can be considered the official discourse of the Estado Novo regime.
