Resumo: This text discusses the different dimensions that go through environmental governance in Brazil, taking as a reference the dynamics of participation. Our point o departure is the complexity of the social and institutional context and the evergrowing need to understand the ambiguities of the social processes and the possible arrangements, emphasizing the limits of the experiences that innovate in environmental management. We analyze on one side, the impacts of participative practices that point, from a collective approach, a new quality of citizenship, that institutes the citizen and its rights to open new spaces of socio-political participation. On the other hand, we stress the aspects that have become barriers to overcome to multiply those initiatives that articulate efficiently complexity with democracy. Tem-se como referência um complexo contexto socioinstitucional e a crescente necessidade de entender as ambigüidades dos processos sociais e os arranjos possíveis, mas principalmente os limites nas experiências que inovam na gestão ambiental.
