Cultural policies and public archives: the case of the Rouanet law

Resumo: The financing of Brazil's cultural production depends to a large extent on fiscal incentive laws. The present study proposes an evaluation of this public cultural policy in archival institutions or organizations that have collections of this nature. From the Rouanet Law, we try to evaluate the projects with authorized funding, identifying how much this rule has been effective, or not, in the attraction of resources destined to the Brazilian documentary heritage. For that, we analyzed data on projects executed by region, in the patronage category, resulting from reports produced from the SalicNet website, from 2010 to 2016. The results show that the resources available to public archives, through the cultural policy based on the Rouanet Law, are insignificant in relation to the needs of the Brazilian documentary heritage. This work verified that the Rouanet Law does not meet the needs in the preservation and diffusion to the archival records of Brazil.

O presente estudo propõe uma avaliação da política pública cultural em instituições arquivísticas ou organizações que custodiam acervos arquivísticos. A partir da Lei Rouanet, procura-se avaliar os projetos com captação autorizada, identificando o quanto essa norma tem sido efetiva, ou não, na atração de recursos destinados ao patrimônio documental brasileiro. Para isso, procedeu-se a análise de dados referentes a projetos executados por região, na categoria mecenato, registrados em relatórios disponibilizados no site SalicNet, em relação ao período de 2010 a 2016. Esse levantamento tem por finalidade verificar se houve captação de recursos para preservação e difusão de acervos arquivísticos. Os resultados encontrados demonstram que os recursos disponibilizados aos arquivos públicos, através da política cultural baseada na Lei Rouanet, são ínfimos em relação às necessidades do patrimônio documental brasileiro.
