The article presents an approach to archival heritage the institution and its involvement with principles and concepts of archival, the implementation of a Municipal Archives System, classification and temporality of archival documents, theoretical approach on chain of custody, as well as the implementation of a platform for access, description and dissemination of digital archival documents in the Municipal Public Heritage Sector of São Francisco de Assis. These documents, diplomatically analyzed, are recognized as archival documentary heritage, and represented through a fixed form and stable content. The public deeds of the properties serve as an example of a source of evidence regarding the municipal public heritage. This article is justified by the understanding that the implementation of an access environment offers active transparency and guarantee of continued access. It also described the evolution of the experiences and applicability of methodologies and institutional normative acts, emphasizing the profile of the professional Archivist before the institutional scenario. Finally, recommendations were made on the implementation and use of free software AtoM (Access to memory) as an access platform in the Municipal Public Heritage Sector, going through stages of production and preservation, normalization and possibility of interoperability with other software.
